He originally thought Peter's assurance meant that Jimmy and Ruiz would not be punished, but now it seems that saying everything is fine only meant they wouldn't be fired but would be transferred away from their positions for a while to lay low.
Sitting in the office, looking at the details of his punishment, Jimmy felt a toothache. He didn't mind the two-week suspension without pay, but the subsequent transfer away from field positions was problematic. What were Hughes and the others thinking? At the very least, they should have saved him. Such a transfer would be too painful for Jimmy.
