Now it all depends on whether the DHS containment zone can keep them restricted. Once given the chance to move, this group is likely to leave the United States and enter Canadian territory, which would be troublesome.
However, the DHS has quite a lot of resources. Strictly speaking, the DHS is qualified to contact the National Guard, and although they need to communicate with the state government, they have considerable authority. If it really becomes serious enough to require support, there are many methods they can use. It just depends on whether the Demon Wolf Mercenary Group reaches that extent.
