Even though the Land of Earth, home to the Hidden Rock Village, and the Land of Water, where the Hidden Mist Village resided, were separated by a vast ocean and several smaller nations, it didn't take him long to cross the distance.
By the time Seimei entered the Land of Earth, it was only around one o'clock.
Wasting no time, he first flew to the outskirts of the Hidden Rock Village. Then, just like before, he used the power of Ama no Gyo to slip past the village's sensory barrier undetected and entered the Hidden Rock Village.
As he had done in the Hidden Mist Village, he didn't rush into action right away. Instead, he planned to visit the abandoned underground hideout where his shadow clone was stationed. His goal was to dispel the clone and absorb its memories to get a clear picture of the Hidden Rock Village's activities over the past month.
To avoid any misunderstandings like the one in the Hidden Mist Village, he first used Mind Communication Jutsu to connect with the shadow clone mentally. Once their exchange was complete, he cast Flying Thunder God Jutsu and teleported to the hideout.

Inside the underground space, Seimei's figure appeared out of nowhere.
The shadow clone stationed here looked even more exhausted than the one in the Hidden Mist Village. It was clear the clone was nearing its limit.
Seeing this, Seimei swallowed the questions he was about to ask. Instead, he immediately dispelled the Shadow Clone Jutsu.
In an instant, the clone's memories from the past month flooded into his mind. Unlike the clone in the Hidden Mist Village, this one had gathered far more information due to the Hidden Rock Village's constant scheming. As a result, it took Seimei a bit longer to sift through the memories.
Truthfully, though, there wasn't much in the memories that directly concerned him. He skimmed over most of it quickly. The only thing that caught his attention was the shadow clone's refined intel, gathered from hidden spies, which had further narrowed down the activity range of the Five-Tails Jinchuriki, Han.
If Seimei wanted, he could probably camp out for a while and find an opportunity to capture Han. But, for now, he had no such plans.
Shaking his head to clear his thoughts, Seimei decided not to dwell on it. After a brief rest in the abandoned underground space, he sprang into action.
Following the same approach as in the Hidden Mist Village, he decided to start with the Rock ninja spies who were out on missions. This was the safest option.
With his plan set, Seimei quickly left the Hidden Rock Village. He extended his senses, locking onto the locations of the Rock ninja spies scattered outside. One by one, he used Flying Thunder God Jutsu to teleport to their positions.
Since the number of spies among the Rock ninja was smaller, often only one member of a team was a spy. This meant that every time Seimei teleported in, he had to face an immediate attack from the other three team members.
Fortunately, Seimei's strength was overwhelming, and he wasn't fazed by these skirmishes. It took some time, but he subdued them all. Then, he marked each one with the Heart-Sealing Soul Contract: Instant Teleportation Seal.
As for traces of the battles? There were barely any.
Sure, it was a "three-on-one" situation, but at this time of night, most of the ninja were asleep. Though they were alert and woke up the moment he appeared, it was more than enough time for Seimei to overpower them.
This meant he didn't need to go out of his way to clean up the battlefield. After applying the seal, he used his Mangekyo Sharingan to erase a few minutes of their memories. Even if some minor traces of combat remained, it didn't matter—Seimei wiped their memories regardless.
What they'd think when they noticed those traces? Honestly, Seimei couldn't care less.
With the upgraded Heart-Sealing Soul Contract: Instant Teleportation Seal, which prevented betrayal at the soul level, he wasn't worried about them noticing anything off or being discovered. Worst case, he'd abandon a few spies. As long as he had enough of them, losing a handful was no big deal.
With this mindset, it didn't take long for Seimei to update the seals on all the spies outside the Hidden Rock Village, tripling his network of operatives in the process.
Returning to the Hidden Rock Village, a satisfied smile spread across Seimei's face.

Taking a deep breath and letting it out slowly, he collected himself. After a short rest, he resumed his mission.
This time, he targeted the spies within the Hidden Rock Village itself. Dealing with them was much easier. Most were alone at home, sleeping, or at most with a spouse. All Seimei had to do was locate his target, and he could easily control the situation.
From there, it was straightforward: update the seals where needed and erase memories as necessary. Everything went smoothly.
The only thing that annoyed Seimei was the time it took. By the time he finished, it was past three o'clock. The delay wasn't because there were so many spies in the village, but because traveling to their homes took longer than expected.
Just like in the Hidden Mist Village, Seimei avoided using Flying Thunder God Jutsu within the villages unless absolutely necessary. After all, just because the Hidden Leaf Village's sensory barrier couldn't detect internal spatial fluctuations didn't mean other villages' barriers were the same. While it was likely they couldn't either, Seimei wasn't willing to take the gamble.
Plus, aside from sensory barriers, ninja with sharp perception or mastery of other space-time jutsu could sense spatial fluctuations at close range. So, Seimei avoided using Flying Thunder God Jutsu inside the villages as much as possible. If he had to use it, he made sure to do so far from any ninja.
This caution naturally slowed him down. But, in the end, everything went off without a hitch.
He perfectly achieved his goals, and after this, he wouldn't need to go through the hassle of updating the seals on these spies again.
Phew…
Back at the outskirts of the Hidden Rock Village, in that abandoned underground space, Seimei's figure appeared once more. He let out a long sigh of relief.
After a brief rest, he did as he had in the Hidden Mist Village's underground cave. He tapped into the chakra stored in his interdimensional space at his forehead, fully restoring his condition. Then, he cast Shadow Clone Jutsu, creating a new shadow clone.
Instructing the clone to stay behind, Seimei used Flying Thunder God Jutsu to leave the abandoned underground space.
When he reappeared, he was at a concealed spot just outside the Hidden Rock Village's sensory barrier. Activating his Byakugan, he scanned the surroundings to ensure nothing was amiss. Then, with his left eye's Ama no Gyo technique, he silently passed through the sensory barrier and left the Hidden Rock Village.
A few kilometers away, Seimei stood atop a hill, glancing at the time.
Not even four o'clock!
After a moment's thought, he cast Wind Release: Wings of Wind and donned his Chakra Cloak, combining it with Earth Release: Ultra-Lightweight Rock Jutsu. Soaring into the sky, he headed toward the Hidden Cloud Village.
That's right—he planned to keep moving, sticking to his plan to leave a shadow clone in the Hidden Cloud Village and, if possible, secure a few more spies.
