The people of Vermillion city saw a huge Tropius soaring through the skies above their city and heading straight towards the centre of the city.
Gladion seeing that he had reached the city, pulled out his PokéNav, dialing the police line, his voice steady. 'Time to call in the cavalry. One of the Jenny is the head of every police department in a major city. They are impartial and loyal to their duty. There would be no corruption there.'
The line connected, and a crisp voice answered. "Vermilion Police, Officer Jenny speaking."
Gladion kept his tone urgent but calm. "This is Gym Leader Gladion Vortex. I'm informing you of illegal activities by Mayor Victor Goldmane—smuggling rare Pokémon through Vermilion Port, colluding with terrorist organizations."
Jenny's voice sharpened. "Gym Leader Vortex? Are you sure? These are serious allegations. If proven wrong, there could be severe repercussions."
"Yes, yes, I'm sure," he replied. "I have evidence—documents, witness statements. I'm heading to his house now to make the arrest under my authority as a major Gym Leader. Send backup."
Jenny paused, then said, "Understood. We're dispatching units. Stay safe, Gym Leader." Gladion hung up.
'Its good that I called her after reaching the city—no leaks. The Mayor's probably got corrupt cops on payroll; they'd tip him off, it would have given him time to shred evidence.'
Eldergreen descended toward the Mayor's opulent house and office.
Guards stationed at the gates spotted the huge Tropius, their eyes widening. The guards recognized him instantly. Who would not recognise the young genius of their region who beat Champion Pryce in a fight?
Gladion leaped off as Eldergreen landed, recalling the Tropius with a flash. He strode forward. The guards blocked him, their Pokémon, mostly fighting types emerging in a defensive line.
"Gym Leader Gladion," the lead guard said politely, his voice steady but his aura nervous. "Do you have a meeting with Mayor Victor?"
"Oh yes," Gladion said, his voice dripping with sarcasm. "I have an appointment with him in jail."
The guards blinked, their faces filled confusion. "What do you mean?" the leader asked, his hand tightening on his Poké Ball.
Gladion's voice was firm as his face turned serious, "Step aside. Mayor Victor is accused of crimes—smuggling rare Pokémon through the port, colluding with terrorists. As a major Gym Leader, I'm here to arrest him."
The guards' Pokémon growled, ready to fight, but Gladion didn't flinch.
The guards refused to budge, "You can't use your power as a Gym Leader to trespass a Mayor's house, Gym Leader Gladion," the leader said, mustering courage, his voice steady despite his trembling hand.
'He's just a kid. We could take him.' the leader thought, 'but that Tyranitar of his could crush us.'
The guards released their Pokémon—mostly Fighting-types like Machoke, Hitmonchan, and Primeape—forming a wall. Gladion's aura flared, his voice cold. "Last warning—move, or I'll move you." The leader shook his head, "We can't do that."
Without flicking his Poké Balls, five of Gladion's Pokémon burst out on their own, sensing his intent. Machamp, Umbreon, Electivire, Blastoise, and Metagross materialized.
He had specifically choosen this team because they could hold back and would not cripple or worse kill any of the Pokemon or guards. He did not want the recent scandal caused by Team Rocket to be proven true after all.
'These guys know restraint,' Gladion thought, 'Well, except Zeus, but I've drilled it into him—no electrocuting people.'
He telepathically explained the situation: 'Non-lethal force. Subdue the guards and their Pokémon. We're here to arrest the Mayor, not start a bloodbath.'
Guy flexed his four arms. [Time to teach these misguided youths a lesson!]
Zeus's antennae crackled, his tails whipping. [I'll zap 'em silly—just say the word.] Ultron's red eyes pulsed, its telepathic voice calm. [Restraint mode activated.]
The guards' Pokémon attacked, their Fighting-types charging—Machoke's Karate Chop, Hitmonchan's Mach Punch, Primeape's Fury Swipes.
Guy stepped forward, his four fists gleaming. [Such youthful people wasting their Youth as criminals instead of training! This is a tragedy!]
He charged, his Dynamic Punch slamming a Machoke, sending it flying into a wall, knocked out.
A Hitmonchan lunged with Fire Punch, but Guy's Thunder Punch met it, electricity surging, the impact so brutal the Hitmonchan crumpled instantly, its fist charred.
[Feel the power of YOUTH!] Guy roared as he punched a Primeape with Ice Punch, freezing its arm, then Bullet Punching it out. [Maybe my fists will guide you to the right path in the future!]
His voice was emotional like a mentor lamenting lost pupils. [Why must youth stray so? Let my blows awaken your spirit!]
More guards rushed in, their Poké Balls opening—Machamp, Poliwrath—but Ultron's red eyes glowed, its Psychic holding them in place, their bodies frozen mid-release. [Targets immobilized,] it said telepathically.
Zeus's tails lashed out, wrapping the guards and their Pokémon like wires, spinning them in a dizzying ride that knocked them unconscious.
'Don't electrocute them,' Gladion telepathically said.
Zeus grumbled, [Spoilsport— a little zap wouldn't hurt.]
A voice boomed from the house. "WHAT'S GOING ON?" A middle-aged man stormed out, his face red with rage—the Mayor, Victor Goldmane, his target.
The Mayor's eyes widened at the unconscious guards, then locked on Gladion. "You!"
Gladion stepped forward, his voice cold, authoritative. "Mayor Victor Goldmane, you're under arrest for smuggling rare Pokémon through Vermilion Port, hiding them in crates marked as 'marine supplies.' Furthermore, you've been doing business with terrorist organizations. Under Section 31(6) of the League Constitution and my authority as a major Gym Leader under Section 45(B), I hereby ask you to surrender yourself, Mayor."
