Such temporary settlements are all too common in the wilderness. A flood, a rain, or even an earthquake could very well give rise to a brand new settlement.
It can be foreseen that in the next ten, twenty, thirty years, as long as the ruins remain, scavengers will always be able to continuously excavate materials from them.
The entire crude settlement was established amidst intertwined chaos from the very beginning. Naturally, the design couldn't be called reasonable. Haphazard constructions and dangerous buildings are quite common, and the colors are definitely not vibrant, being mixed with gray and black.
