Meanwhile, in Suna's council room;
"This can't continue. Our livelihood is at stake. The future of Suna is at stake. We can't continue on this path; it brings doom to us." A councilman said.
"And what do you expect us to do? Break our treaty with Konoha? You forget that we were the ones to request it to avoid having to fight Konoha and Iwa at the same time in the third Shinobi war." Another councilman said
"And don't forget how Konoha dealt with Kumo recently. You want us to break the treaty when we are approaching economic collapse, while Konoha is still strong and getting stronger." A councilwoman said.
This discussion has been ongoing for over half an hour since the start of the council session. Council members were having debates that occasionally got heated about their current situation and how to address it.
At the head of the table, the Kazekage, Rasa, sat quietly deep in thought as he observed and listened to the exchanges that happened in the room. On his two sides sat his two advisors, the honoured siblings, Chiyo and Ebizo, who also sat silently deep in thought.
Knock, knock, knock.
The sudden sound of knocking halted and interrupted the discussions that were happening, and also soured Rasa's already deteriorating mood.
"Come in," Rasa said with a blank tone
"I apologize for the interruption, Kazekage-sama, honorable council." A Suna Anbu operative said as he bowed slightly after opening the door.
"There better be an explanation for interrupting a council session," Rasa said with anger starting to seep into his voice.
"A Konoha jonin has arrived at the main gate and requested a meeting with you, Kazekage-sama." The Anbu said with an even tone, slightly surprising all those present.
"At the main gate? I wasn't informed that any messengers were coming from Konoha? Who is escorting him?" Rasa asked, his anger rising.
"No one, Kazekage-sama. He was first sighted when he arrived at the guard booth at the main gate." The Anbu replied, making a wave of disbelief wash over the council.
"Are you telling us that A jonin arrived at our gates without being detected by our troops on the border or the patrols around the village?" A jonin, Baki, asked with disbelief and concealed anger.
Baki is one of the members of the council and one of Rasa's most trusted jonin
The Anbu operative just nodded slowly.
"Who is it and what does he want?" Rasa asked as he forcibly suppressed his anger; he would have all the time later to figure out whose incompetence led to this.
"He identified himself as Naruto Uzumaki, and he said that he has a message for You Kazekage-sama, from the Hokage." The Anbu replied, making a few council members' eyes widen, and some of them paled.
"Are you sure he is Naruto Uzumaki? What does this Shinobi look like?" Baki said with a measured tone while he felt a pit form in his stomach. Most of the council didn't know what was going on, as they observed the exchange with slight confusion
"He identified himself with that name. He has bright blood-red hair with black highlights, blue eyes, and he is wearing standard Konoha Jonin attire." The Anbu replied.
BANG.
Some of the council member almost jumped in their seat from the sudden sound. As they looked at the source, they found Rasa's hand clenched into a fist that slammed on the table while his face looked like it was dripping with anger.
"Are you telling me that Konoha sent their Jinchuuriki, an S-ranked shinobi holding the Kyuubi, and we knew nothing about it until he was on our doorstep?" Rasa almost snarled as he said that, making the rest of the council, who didn't know who Naruto was, pale.
The Anbu operative didn't reply as he had no answer to that. A heavy, tense silence filled the room as Rasa collected himself but was still visibly angry.
"Escort him here," Rasa ordered, to which the Anbu nodded before bowing and leaving hastily.
"That is a warning," Chiyo said with an even tone, but she was filled with complicated emotion
"A strong one." Ebizo agreed.
"This isn't expected from Sarutobi, but it seems that the recent situation with Kumo shortened his fuse considerably," Chiyo said with a complicated expression
That weighed heavily on the council.
Hiruzen is basically saying that if whatever is happening isn't resolved peacefully, this sudden, stealthy, and unexpected arrival of the Kyuubi jinchuuriki implies that if needed, he can lay waste to Suna, and they will be too late even to try to stop it.
"Doesn't this seem like an opportunity? We can force Konoha to do what we want if…" A Councilman said, but didn't continue after receiving a glare from Rasa and Baki.
"An opportunity for what exactly? We can barely handle the Ichibi without it turning into a disaster. And here you are proposing we try our luck on an S-rank Shinobi, which would have been feasible if not for the lack of knowledge of how much of the Kyuubi he can access." Baki said with a heated tone as he remembered Naruto's entry in the last issue of the bingo book that he read
"Enough," Rasa said, making the room go quiet again as they waited for Naruto's arrival.
At the same time, at Suna's main gate;
"Kazekage-sama will see you now." The Suna Anbu said as he arrived back at the gate.
Naruto nodded as he walked into Suna with the Anbu team escorting him.
The two chunin guards looked at them as they went further into the village.
"How could he arrive here without being spotted by anyone? There is nothing but sand out there. Someone with that attire and hair color would be spotted from far away," the second chunin guard asked as he looked at the tall wall that surrounded Suna, knowing full well that there were lookouts on top and inside it.
Naruto's hair is red, and he is wearing a dark green flak jacket; those colors would have high contrast with the surrounding pale-yellow sands of the desert Sona. And the funny thing is that the sun is still up.
"I don't know, but that is not a regular shinobi." The first chunin guard replied.
He had been a shinobi long enough to know that Naruto is anything but a regular shinobi, even though he knew nothing about Naruto.
