[A/N: Well by now I'd say Cerberus won the popular vote and I quite like it as well. Mass Effect is another one of my favorites so yeah here's the organization's info.
Cerberus - a secret paramilitary group led by the Mysterious Stranger, a man shrouded in mystery and rumor. Cerberus' core belief is that humanity must be guided and protected so that it does not destroy itself again.
Cerberus supports the idea that any methods of advancing humanity's unity and ascension are entirely justified, including immoral or dangerous experimentation, sabotage, assassination and military conquest. However, these methods are only deployed to bring about order, progress and control, but only when absolutely necessary.
Cerberus is a true neutral faction, committing acts of good and evil in equal measure to achieve their idealized version of human civilization.
They believe that once humanity is no longer a fractured species and their homeworld is repaired of the damage from the past, that they will be vindicated for their actions.
"Who are we?"
"The neccessary evil!"
"And why are we neccessary?"
"To purge the world of evil worse than man!"
"And why are we the world's chosen few? Ordained to undertake such an unholy task?"
"Because no one else will!"
I threw on that last part just for fun. The organization will be setup with the Winter Soldiers acting as a specialized squad of powered individuals serving directly under Frankie. Each Winter Soldier takes a considerable investment of resources which is why they will remain few in number. They will be known as Squad Zero and are the elite forces in Cerberus.
Then comes the numbered squads. These people are either C.O.D.E. reformed criminals, or volunteers that joined of their own volition. They are given a basic enhancement package at the time of recruitment and are considered expendable to some degree.
Each squad is structured with a Captain, their own appointed officers and ranking members. With new squads created based on need such as an influx of recruitment.
Cerberus offers the numbered squads chances to improve themselves through merit. The members of the numbered squads can accumulate merit points and these points can be used as currency to purchase things such as cybernetic enhancement, mutations, all manner of weaponry or even the chance at promotion to Squad Zero.
This system of operation provides incentive to the general members to advance themselves within Cerberus and to keep them loyal while also strengthening the organization and minimizing wasted resources on low quality recruits.
