Chapter 81 - Arsenal

If Lady Nagant was the name feared by villains and pro in Japan, Arsenal was the name feared internationally.

While Nagant was known for killing villains and heroes who got out of line, Arsenal was known for killing anyone. Villains, Heroes, that guy with an ugly haircut down the street, even World Leaders weren't safe from her.

Arsenal's first big hit was against a member of NATO who was holding the tie-breaking vote that several superpowers wanted on their side; they got their vote. Since then, Arsenal had been a thorn in the side of every person with influence across the planet.

More than once, she'd been sent after Pro heroes who didn't conform to what their governments wanted them to do; she'd even been sent after peace mongers before, not that she cared. What made her feared wasn't her deadly aim, or willingness to kill anyone, but the fact that she would literally go kill anyone.

This was proven true when a U.S senator with ties to the military tried to make a move on Star and Stripe after seeing her in her normal form. He'd tried everything to get her into his bed to no avail and decided that if he couldn't have her, no one would. The logical response? Send Arsenal.

It almost worked, back when Star and Strip were still young and hopeful, ready to change the world one punch at a time with the support of her family. Arsenal used the youthful naivety against her, becoming close friends before trying to kill her, a plan months in the making.

Arsenal had struck when Star and her family had been aboard a private jet heading to a different state where she was needed. Arsenal blew it out of the sky right above the city they'd taken off from. The battle that followed had been apocalyptic, enraged by the deaths of her family, Star held back nothing as she leveled skyscrapers to get to Arsenal.

The sleazy Senator had also sent his own private forces, but they were about as useful as a crying baby against a volcano when thrown against Star. She'd blown through them in a fury before reaching Arsenal, and stopping dead in her tracks, unable to believe that her close friend was the one behind her family's deaths.

That hesitation almost cost her life as Arsenal struck. She got away after wounding Star, who spent the next three months in a hospital. To this day, no one has ever gotten as close to killing Star and Stripe as Arsenal did.

All good things must end; however, one day, Arsenal was caught after killing a civil servant in Japan with another accomplice. They'd escaped, but the HPSC had relentlessly pursued, Hawks himself was present as they tracked Arsenal and this new assassin to a secret clinic in one of the worst neighborhoods in Japan, known for gangs and villains.

In the ensuing firefight, two of the three people in the clinic died: Arsenal's only son and her husband, another wanted hero known as Corazon, known for tearing the hearts out of his victims. Arsenal had stopped fighting back and was taken to Tartarus.

Rather than just executing her, Japan called Star to deal with her, wanting some brownie points with the US, as Star did the last thing they expected: she let Arsenal live. So for reasons known only to Arsenal and Star and Stripe, she rotted in that cell for the next two decades before Tomura and AFO broke in and set them all free.

She'd been given a quirk after that to help her hunt AFO's enemies and had ended up being sent after Izuku and Toshinori. She only needed to bring Izuku to the hideout, but Nagant had found her first, catching her off guard, and with her being rusty after years of chains, she'd been taken captive.

She glared coldly at her as the dust drifted away. Not sticking around for a botched job, Arsenal started to flee as Nagant gave chase.

Izuku tried his best to keep up with the two women as they started to tear the city apart with their fighting. Lady Nagant already had him on the ropes. Hawks hadn't lied when he warned him about her, but the other woman took him a second to figure out, until he saw her hands shift into various weapons as she fought off Nagant.

'Arsenal?! I thought she was locked away in Tartarus!' He thought as his mind went into overdrive, considering the best way to deal with her. He didn't have to think much as a dark blur slammed into him, and he was thrown onto a rooftop, Nagant groaning on top of him.

"Listen, kid, get out of here before she loses it," Nagant said as she picked herself back up. Izuku felt the world spin as his eyes focused. Nagant looked rough, with torn clothes and disheveled hair, but he could still see the beautiful face that was scowling at Arsenal's retreating form.

"I can't let her go, she's too dangerous." He said stubbornly as he slowly got to his feet. Nagant sighed 'Heroes' She thought ruefully before activating one of her auxiliary quirk. Her vision changed as the heat signature of Arsenal started to circle them instead of retreat.

"Well, today's your lucky day, kid. Arsenal is here to kill you, and you get to help me save you." Nagant said as she cancelled the quirk, calling upon another power as Izuku tried to wrap his head around someone wanting him dead.

He then watched dumbstruck as Lady Nagant's skin slowly turned pale blue, as scales seemed to emerge all over her body. 'Another quirk?!' He thought, assuming correctly that she had more than one quirk, but this wasn't that. "Keep up, and don't die." That was all Nagant said before pristine white wings burst from her back as she shot after Arsenal. Izuku held brief counsel with the other users before leaping after her, already having a plan in mind.

'Tomura didn't tell me she had more than one quirk.' Arsenal thought as she dove into an open window, firing off shots of her own as Lady Nagant closed in.

Despite this new variable, she was still confident in her ability to kill Nagant and take the boy where Tomura had requested. Despite all his promises of power and infamy, she didn't want any of that; she couldn't care less. What she wanted had been taken years ago, and it had almost driven her mad.

Her hands turned to blades as Nagant burst through a wall, claws flashing as they fought furiously. Tearing through walls and furniture as Izuku finally arrived. "Where is All For One!" He demanded as he punched towards her at 50%, she deftly dodged before turning one hand into a pistol and shooting at him. Izuku floated out of the way as he observed Arsenal.

She was dangerous, no doubt, but she seemed less aggressive than she appeared in old recordings, like she were less alive. "You don't have to do this. You can go home to your family and live a better life!" He tried, as Nagant swore.

Hearing the word 'family' seemed to trigger something in Arsenal as she went ballistic. Nagant started to falter under her assault as Arsenal tried furiously to get to Izuku; now she was out for blood. Seeing the tides shift, Izuku started to shift his focus, becoming more of an environmental hazard than a brawler as Nagant had that covered.

Nagant's scales started to crack under Arsenal's relentless assault as she cursed Izuku again and again in her mind. 'WHY THE FUCK DID HE SAY THAT?!' She screamed as a rather large caliber bullet smashed into her midsection. She grunted as air left her lungs, sucking in more air, she blasted frost breath at Arsenal, who threw herself behind a mound of cubicles as Nagant stopped the frost, her throat raw.

Suddenly, the floor beneath them cracked as they fell. Nagant was able to hover with her wings as Arsenal crashed down. 'Guess the kid's not completely hopeless.' She thought as Izuku blitzed forward, kicking Arsenal into a wall as her injuries slowly caught up with her. 'Time to finish this.'

Diving down, she slammed her fist into Arsenal's gut before stomping her scaly foot on her leg, breaking it. She shrieked in pain, the first sound she'd ever made in years as Nagant quickly knocked her unconscious before tying her up, with a bit a rebar thrown in for good measure.

"Not bad, kid, you might survive what's coming if you keep that up," Nagant said as she contacted her handler. Heeding the Vestige's advice not to start anything with Nagant, Izuku sat on a pile of rubble. "Why did Arsenal get sent to kill me?" He asked as she gave him a look for such a stupid question.

He got the message and apologized as the sound of wingbeats started to reach them. 'Hurry up with the portal, Hawks is almost here!' She thought furiously as Hawks arrived in a flurry of feathers, two blades in his hands as he positioned himself between Nagant and Izuku.

"So you're the poor kid they replaced me with?" Nagant said dryly as Hawks glanced down at Arsenal, then had to double-take when he realized who she was. "Is that?" Nagant nodded, "Arsenal, in the flesh." Hawks looked ready to spout some HPSC nonsense to capture her before a shimmering red portal emerged behind her.

"Looks like my ride is here," Nagant said. A pair of red-robed men emerged from the portal and took Arsenal away. "Be careful out there, kid. Tomura isn't the only one watching you." She said, nodding to Izuku before waving at Hawks, and leaving through the portal. Izuku erupted in a flurry of questions, but Hawks didn't pay him any mind as he watched the pair of feathers he'd sent through the portal slowly drift down.
