This is largely related to the Mayor's inaction in terms of public security, as the City Police Department still hasn't officially appointed a new Director, precisely because of the Mayor's neglect.
Charlie believed that the Mayor, as an outsider, held certain biases against the local law enforcement agencies and didn't trust the law enforcers of Golden Port City.
This would make the relationship between the two sides increasingly tense, and he, Charlie, the former police chief, could resolve these issues.
But there was one condition, that he must have a better reason to get involved in these matters, rather than as an ordinary person, in which case he had no right to say or do something about this city.
Therefore, he planned to run for City Council in the Bay Area, promising that if he were elected, he would urge City Hall and the police system to communicate effectively and quickly to change and suppress the chaotic situation!
