The central Justice Academy will be established in Raventon, a city long abandoned after the Metahuman Conflict. Additional academies will be established in other devastated cities around the globe, forming a network of self-sustaining and interconnected metahuman control centers.

Each academy will be built using advanced nanotechnology and elemental control systems facilitated by ELEMENTIA, the AI body of Anna Marie, which can manipulate elemental forces and assist in the rapid construction of these facilities.
