This was about building the Star Pavilion Foundation's headquarters, which was meant for public viewing, so whether it was located in London or Northern Ireland didn't really matter.
What Li Chen was interested in were the laboratories under the name of the foundation. He planned to use his multiple identities to integrate the forces of Star Pavilion, Dark World, and Heavenly Net. The goal was to advance human astrophysical technology and begin constructing interstellar battleships.
