The 'chip and suppress' initiative, further referred to as 'Operation Silent Pastures' or, simply 'Silent Pastures' will involve the use of health monitoring microchips further referred to as 'Implants' and suppressants further referred to as 'Vir' and shall commence as planned forthwith:
1. The heads of the four Pack Alliances shall announce the plans laid out in this mandate to the pack leaders/Alphas of their respective jurisdictions.
2. Each Pack Alpha shall, in turn, deliver these plans to their people.
3. This operation covers any Lycan from the age of eight, an age by which they should have connected with their wolf, and above. Any late bloomers will be exempt and will fall under the operation a year after they have connected with their wolf.
4. Implants shall be placed in the left wrist and may be received at any DPA center.
5. During the first month of the program, DPA-assigned doctors will be dispatched to each pack to expedite the implantation process.
