"So… he's that dangerous, huh?" an old woman's voice rang out in the quiet atmosphere of an overly dark office.

.

Hawks, sitting opposite her, stared at the ground as if defeated. "It was a massacre," he said, his voice trailing with hints of disbelief.

"He…" Hawks paused, his tone hesitant and restrained.

"What's wrong?" Madam President softened her voice, but her raised eyebrow showed confusion at his uncertainty.

"The way he kills people," he said.

"It doesn't matter," she countered quickly, cutting him off before his words could sink in.

His head bolted upward, but when he met her unwavering gaze, he retreated, shrinking back, subdued.

"It doesn't matter how he does it," she said. "He's not like you, Hawks. You kill because you believe some people shouldn't exist, that the death of the wicked is better than locking them up. But him…"

She stood from her chair and moved to the window behind her, pausing before speaking again.

"I don't know what he believes," she said finally. "And I don't care, as long as he gets the job done."

Hawks gazed at the window, its light framing her figure. He thought of all his eyes had seen, all the power that child possessed. It was too much—too great a threat. He feared that when the woman before him finally realized it, it would be too late.

"Mei, relax, okay?" Ethan backed away, his hands raised in defense.

Mei followed, clutching an oversized bucket filled with contraptions. "Hehe, come on, Ethan, don't you trust me?" she teased, her wide smile just mischievous enough to make anyone doubt her.

"I promise it'll only take a second," she said, stepping closer.

"Are you crazy?" Ethan shouted, sweat beading on his face from the fear trailing him. "Dat thing's literally about ta explode! What do ya mean it'll only take a second?"

"Hehehe!" Mei's strange giggles were her only response, and to Ethan, she now looked like a devil in the flesh.

"Ken!" Ethan called out, the danger feeling too close.

"Come on, you have to try it," Mei insisted, now just five feet away. Ethan's back hit a wall, trapping him in place. "Just handle my baby with care, or…"

BEEP… BEEP!

Their eyes snapped to the so-called baby, its red lights flashing as if warning of a self-destruct.

Ken, emerging from the kitchen, opened the door to answer Ethan's call. But his gaze landed on the ticking time bomb.

For a second, the three of them stared at each other, stunned.

"Okay… I'll come back later," Ken said, quickly shutting the door he'd just opened.

Mei and Ethan locked eyes. With a swift move, Mei tossed the device toward Ethan, who caught it by reflex. She dashed for the exit, her giggles gone, replaced by the seriousness of the moment.

Ethan's mind reeled, confusion dulling his senses as he held the contraption.

BEEP… BEEP!

The beeping snapped him back to reality. "Oh, lord!" he yelled, placing it on the ground and sprinting for the door. Thanks to Ken's training, his speed was fast, and catching up to Mei, who wasn't far ahead, was easy.

"Hehehe!" Mei's giggles rang out again, and Ethan couldn't help but laugh in response.

BOOM!

A powerful explosion shook the ground, sending both Mei and Ethan tumbling to the floor.

Yet even then, their giggles didn't stop—the situation was just too absurdly funny.

Ken, hearing their laughter, reopened the door. "Ice cream?" he asked.

Mei and Ethan turned to him in unison, their giggles growing louder, as if his question made the chaos even funnier.

"Has my absence given the heroes that much confidence to invade my territory?" a bold-looking man asked, his voice calm but firm. He wore a slightly loose black suit, his expressionless body surrounded by machines.

"Well, they think you're dead, so it's not that surprising," the Doctor replied.

"Still, Doctor," the man said, his soft words carrying absolute authority, "that place was useful for finding powerful quirks. Any idea who did it?"

"I have some theories."

"I'm listening."

"A large number of bodies were found at the scene, so it's likely the Safety Committee. It's odd, but it seems they've got their hands on a very powerful tool."

The bold, eyeless man listened silently, his lack of expression making his thoughts unreadable.

"Over 120 people died," the Doctor continued. "This person's far from ordinary. Still, I'd thank them if we ever meet—those corpses will make a good batch of Nomu. The only issue is their quirks are too weak."

"You're right, my friend," the bold man said at last. "But in the game of Nomu, power doesn't matter. All we need are numbers."
