Nobody moved despite the Guild Master's words. How could they move? They could hardly understand his orders.

"His words were pretty clear. You just need to look for someone who is disguised as a human, but isn't human."
Pausing, the Guild Master's gaze fell on one of the Team Leaders present.
"Carmen, I'd like you to use your abilities to look at the surroundings. See if you can spot anyone trying to disguise themselves as a regular member."
"But Guild Master..."
"Just do as I say. I'll take responsibility for now."

Eventually, Carmen relented. As the Team Leader of the Hoarding Department, she was the only one in the room with the authority and ability to act. Too many members were still missing, and none of the other departments' Section Chiefs were present besides the one from the Containment Department.
