After Loki took Goose outside, he felt completely powerless. He actually regretted, a little bit, why he'd had a lapse in judgment and chosen to be exiled to Earth.
If Earth didn't have so many terrifying mages, Loki wouldn't have thought there was any problem but the issue was, Odin probably wouldn't have agreed to it then.
Actually, there was another reason Loki was willing to come to Earth: he wanted to see how these Earth mages had reached their current level. As one of the few mages in Asgard, Loki had practically no rivals among the younger generation.
