James, once done giving orders, acted swiftly. He can't just wait for the formation to get activated to take down their enemy, especially when that enemy was not going to give him time.
He has to buy enough time for the formation to activate, and then the battle would be in his favour.
Before the team was set out, they were given a portable formation that could improve or decrease someone's strength based on the activators.
Though it sounds great, there are two issues.
The formation consumes a lot of energy, and there should always be someone maintaining it in an active state. If there were no one maintaining it, it would fail and has to be restarted from the start.
The best and worst part was that the increment or decrement that the ones inside would gain would depend on the number of activators. The more there are and the more powerful these activators are, the more the increase or decrease in power would be.
