They are jointly mobilizing the Heavenly Court forces of Donghua, West Zhou, and the temple worlds of the three Small Thousand Worlds to collectively develop Lao Mountain and Upper Immortals. They aim to incorporate two other Small Thousand Worlds within a century.
Outside the heavens, there is a patrol unit formed by the original members of the Sanmao Heavenly Court, while order in the mortal world is maintained by the Xia Country Emperor and martial artists.
