Although there had always been Spells for transformation based on humans, the vast majority of such transformations before him required Wizards to personally operate.
In other words, without Wizards, humans could not obtain Strength.
Moreover, most transformations were conducted regarding Bloodline and physical aspects; acquiring the necessary raw materials was no easy task, thereby increasing the difficulty for humans to wield Strength.
However, Lynch's method of granting extraordinary abilities using Rune Power seems to have, in some ways, rewritten the previous transformation system of Wizards.
