The Supreme Council was aware from the very beginning of the initial outbreak of this civil war at the Ancient Ruins. Yet in their initial assessment, it was merely regarded as a normal internal power shift and ideological conflict within a remote Witch Domain.
That land is situated at the edge of the Wizard Civilization's territory, where the resources aren't particularly abundant, nor does it possess any unique strategic value. Everyone showed little interest in it.
According to the tacit rules of the Supreme Council to maintain the superficial balance among the major Witch Domains, as long as there is no large-scale massacre of mortals, misuse of forbidden knowledge, or introduction of external hostile forces, such internal 'metabolism' is usually condoned.
However, the situation developed far beyond initial expectations.
