Nami reacted instantly, gritting her teeth in anger. CP9 was after her gold, and she refused to let them get what they wanted. She would make them pay for coveting her treasure!
"Usopp, let's go find Mayor Iceburg! We can't let them get the blueprints. They'll see what happens when you mess with the Straw Hat Pirates!" Nami's frustration was palpable.
The two quickly found out where Mayor Iceburg's office was and headed straight there. As they neared the door, they heard a commotion inside. Usopp and Nami kicked the door open without a second thought and walked in.
Inside the office, Rob Lucci had foreman Paulie pinned under his foot, while Kalifa, the mayor's secretary, had Mayor Iceburg's wrist held tightly, forcing him down onto the desk. Paulie struggled, but he was no match for Lucci. Mayor Iceburg, however, remained strangely calm.
The sudden crash of the door caught everyone's attention. With his arms crossed, Usopp announced grandly, "You two must be from CP9. If you know what's good for you, let Mayor Iceburg and foreman Paulie go, or Captain Usopp won't be so nice!"
"Huh? The Straw Hat Pirates?" Lucci and Kalifa were surprised that the pirates had shown up, but they weren't worried.
They saw Usopp and Nami as weaklings. If it had been Luffy or Zoro, they might have been concerned, but not these two. They decided to capture them and use them as bargaining chips for Robin and the gold.
With that thought, Lucci kicked Paulie aside, used Soru to appear right in front of Usopp, and threw a punch at his face. However, Usopp caught his wrist, stopping the punch.
"The Six Powers are nothing special!" Usopp scoffed before kicking Lucci in the stomach, sending him flying through the wall.
Lucci got up, wiping a small trickle of blood from his mouth. The kick had been surprisingly powerful. Kalifa watched in disbelief. Lucci was the strongest in CP9, yet he had just been knocked back by a sniper.
Usopp, however, was serious now. He could tell Lucci was no ordinary opponent. While Zoro or Sanji might beat him easily, Usopp knew this would be a tough fight.
He suppressed the familiar feeling of wanting to run away, reminding himself that he was no longer the coward from Syrup Village. He had to stand and fight. He wouldn't let his training with Carl, his Devil Fruit, or the medicine go to waste.
"Nami, I'll handle the secretary. Foreman Paulie, protect Mayor Iceburg. If a single hair on his head is harmed, you won't get a single Berry for the ship repairs!" Usopp declared before charging at Lucci.
Lucci went on high alert, transforming into his leopard-man form. "I see, a Zoan-type Devil Fruit. This will be a great fight!" Usopp said, transforming into his tengu form.
He flapped his wings and flew toward Lucci like the wind, easily dodging two Tempest Kicks. The two were face to face in a split second. Usopp punched Lucci's face, and Lucci countered. Their fists collided with a loud bang, and the shockwave sent desks and chairs flying.
They traded a flurry of blows, their fists moving too fast to see. The shockwaves grew bigger and bigger. Usopp, however, was more nimble and precise. He seemed to know Lucci's weaknesses, forcing him to retreat.
After a few exchanges, Lucci realized what was happening. "Could it be... Observation Haki?!" Lucci was stunned. He hadn't expected a sniper from the Straw Hat Pirates to have awakened this ability.
Despite being an elite World Government agent and a master of the Six Powers, Lucci had not yet unlocked Haki, putting him at a severe disadvantage.
"Yep! My Uncle is a genius!" Usopp said proudly before stepping up his assault.
Meanwhile, Nami took out her modified Clima-Tact. Enhanced with Sky Island dials, it gave her both powerful offensive and defensive capabilities.
"Wind Blast!" she shouted, using the Clima-Tact to fire a gust of wind at Kalifa. Kalifa dodged, and Mayor Iceburg was freed. Nami then manipulated the wind to push Iceburg toward Paulie. Turning her attention back to Kalifa, she sent a bolt of lightning at her. Kalifa used Soru to evade and reappeared behind Nami.
"Finger Pistol!" Kalifa lunged at Nami, but Nami didn't flinch. She simply swung her Clima-Tact at Kalifa's head. Kalifa, aware of Nami's Devil Fruit ability, pulled her attack back to avoid Nami's blow.
Nami smiled slightly. "Where are you hiding?" a voice asked from behind Kalifa. The next moment, Nami hit Kalifa in the back with the Clima-Tact. The powerful impact sent Kalifa flying through a wall, leaving a large hole.
"That shock dial is no joke," Nami said to herself, surprised by the power of her new weapon. "No wonder the priests on Sky Island used these things. They're so handy."
