"What I'm about to say might sound unbelievable—but it is the absolute truth." Fleet Admiral Kong's gaze swept the room, his voice weighty with urgency.

He had already received a classified report from the Marine Base stationed in the New World.

Whatever it said had alarmed him enough to call for an emergency global summit of the highest-ranking officers across Marine forces.

"What's going on, Kong? What could warrant such a sudden and critical assembly?" Sengoku asked, eyebrows knitted together.

"What I'm about to reveal," Kong began, "is even more shocking than the resurrection of Rocks D. Xebec!"

The entire conference room turned still.

Sure, the downfall of a major pirate power in the New World would normally be great news for Marine Headquarters.

But this... this was something else entirely.

"Devil Fruits have given us many strange and terrifying powers," Sengoku said slowly, "but I've never heard of one that can resurrect someone who's been dead for over a decade."

"If that were all," Kong continued, "I wouldn't have summoned this council so urgently."

They were silent now, their hearts pounding.

It wasn't just a bizarre incident.

It was a threat.

A paradigm shift.

"Ayr went to the ruins of the Valley of the Gods—alone—and came back with something... no, someone," Kong said, breath steady but voice taut.

"The Valley of the Gods? That place sank into the sea after the legendary battle!" Vice Admiral Crane leaned forward, her fingers steepled under her chin. "Why would anyone return there?"

Zephyr chimed in, puzzled: "Could it be... Uranus? One of the three Ancient Weapons? But we scoured that place for years. The World Government found nothing."

Sengoku nodded slowly. "Even if it was Uranus, the entire terrain was obliterated. We've already dismissed that possibility."

But Kong wasn't talking about an ancient weapon.

He was talking about a man.

"You're all missing the point," Kong said, gritting his teeth. "Ayr went there… for Rocks D. Xebec."

And then came the words that froze every person in the room.

"He brought Rocks... back to life."

"What?!" Garp shot up, cold sweat beading on his forehead.

"That's impossible! Rocks died at the Valley of the Gods. I was there! We all saw it—he was annihilated!" Sengoku barked in disbelief.

"And yet," Kong said darkly, "the information we've confirmed from the New World base leaves no room for doubt."

They had deployed multiple reconnaissance teams after Ayr left DeRosta Country, following his trail all the way to Whole Cake Island, Charlotte Linlin's territory.

But by the time Marine spies arrived—

The entire territory of Big Mom... had been destroyed.

Completely.

"What… you mean to say is... Linlin's forces were wiped out?" Garp asked, still reeling.

"Yes," Kong confirmed grimly. "Whether she is dead or merely gravely injured is uncertain. But there's no doubt: Whole Cake Island has fallen."

"And this was after he supposedly resurrected Rocks?" Zephyr said, eyes narrowing.

Sengoku rubbed his chin in frustration. "In a way, this does benefit us. One less Yonko is still one less threat, right?"

"No," Kong said firmly. "You're not listening. Ayr didn't destroy Whole Cake Island as a power play. He did it as a warning."

The weight of those words silenced the room.

"If he truly revived Rocks," Crane whispered, "and they're working together... then what hope do we have of holding the line?"

"Exactly," Kong said, slamming a hand on the table. "It was already difficult enough dealing with Ayr's absurd power level. But now—"

"Now we're facing two monsters from different eras," Sengoku finished grimly.

Rocks, who once threatened the entire world, who had to be stopped by Roger and Garp joining forces—was back.

And Ayr, who had long since surpassed the strength of the Marine Admirals, was now his ally.

The future of the seas... would be drenched in chaos.

"I've gone through every known record of Devil Fruits," Kong said. "Not a single one has the power to revive someone after over ten years of death."

"And yet," he added, "he did it."

"It's just too surreal," Garp muttered. "Even if you put that in a Buster Call report, no one would believe it."

"But our intelligence confirms it," Kong shot back. "Kizaru himself verified it. And we all know he wouldn't fabricate something that could trigger a global panic."

"And if Rocks is back, then what else is possible?" Crane asked. "Could this... lead to a chain reaction? Others from the old era being brought back?"

They couldn't even rule that out anymore.

If Ayr possessed resurrection-like abilities—whether through science, forbidden power, or some hidden Devil Fruit—then the entire balance of power had just been shattered.

"Do you finally see it?" Kong said, standing tall.

"This is worse than Rocks being alive. This is Ayr—someone stronger than Rocks—bringing the most dangerous man in pirate history back under his control."

The silence in the room turned suffocating.

As if they could already feel the approaching storm.
