Harold explained that the man had some connections with the owner of the building and was in charge of renting the place out to people.
The usual rent fee was 30 million Zen every year, and five million for other fees, which was a total of 35 million Zen when one wanted to move in. But because he wasn't able to become a mage and always envied mages, the man would try to get a large amount from whoever came to get a place as long as they were a mage.
And even if they found out later on, there was nothing they could do since the agreement was already signed and they could only continue to pay the same amount each year.
