Ikki's persuasion worked. Nami reluctantly took out the box of money and handed it to him. Ikki went out to the deck and tossed it to Franky, who caught it, checked the contents, and then left without another word.
"Why do I feel like that pervert is completely unreliable?" Sanji muttered, watching him walk away.
Everyone else nodded in agreement. The money was gone, so all they could do was hope for the best.
Just as they were about to continue talking, Kakashi suddenly rushed up. "Hey! Why are you guys so relaxed?" he asked, looking stressed.
"What's wrong, Kakashi? Did a bunny chase you?" Captain America joked.
"Iceberg, the mayor of Galley-La, has been shot!" Kakashi announced.
The news shocked everyone into silence.
"What does Iceberg getting shot have to do with us?" Usopp asked.
"It has everything to do with us," Kakashi said. "The killer is one of the Straw Hats: Nico Robin."
"That's impossible!" Luffy was the first to react. "Robin would never do something like that."
"It doesn't matter if she did it or not," Ikki said. "The blame has already been placed on us."
Luffy immediately took off running. "I'm going to find Iceberg and ask him. Robin isn't a murderer!"
Ikki quickly called out to Sabo, "Sabo, Luffy's in your hands!" Sabo nodded and sprinted after Luffy.
"What do we do, Ikki?" Nami asked, panicked.
"The Merry can't stay here anymore," Ikki said. "Let's pack up and get out of here. We're heading to Franky House."
Everyone immediately started packing their things, then followed Ikki toward Franky's place.
The First Confrontation
Luffy didn't get far before he ran into a group of shipwrights from Galley-La Company. They were looking for the Straw Hats to get justice.
"Straw Hat Boy!" one of them yelled.
"Get out of my way! I need to find Iceberg and ask him why Robin is being framed!" Luffy yelled back.
"Hmph! Mr. Iceberg is too busy to frame anyone!" a shipwright named Paulie retorted, throwing out a bladed rope aimed at Luffy.
Luffy dodged easily, but he was surprised when the rope changed direction. As a last resort, he jumped high into the air. At the same time, CP9 agents Kaku and Rob Lucci jumped into the air and kicked him.
Before he could recover, another shipwright, a powerful man named Tilestone, appeared and swung his hammer at Luffy. Luffy used a Gomu Gomu no mi to block the attack.
"I just want to see Mr. Iceberg!" Luffy repeated.
The shipwrights were determined. "We won't let you get anywhere near him! And you're not getting out of here alive!" Paulie said, getting ready to launch another bladed rope.
But before he could, a black shadow appeared and disappeared in a flash, taking Luffy with it. Paulie couldn't see who it was, but Lucci and Kaku, as CP9 agents, knew it was a very fast person.
A Plan Is Made
It was Sabo who had saved Luffy. He held Luffy in one arm as he ran toward Franky House.
"Sabo, why did you stop me? I want to find Iceberg!" Luffy complained.
"Luffy, calm down. You don't have to go in there in a big, obvious way. We can sneak into Iceberg's residence at night," Sabo reasoned.
Luffy calmed down, and the two soon arrived at Franky House. Now they were among a group of gangsters.
"What happened?" Ikki asked when he saw Luffy return.
"The situation's not good," Sabo reported. "They're searching for Straw Hat members all over the city, and the shipwrights wouldn't even let Luffy explain himself. They just started attacking."
Ikki nodded. "Going out now would be a bad idea. If we're going to see Iceberg, we have to do it quietly tonight." Everyone agreed.
"We'll split into two groups," Ikki said. "I'll take Luffy, Sabo, Kakashi, and Chopper to find Iceberg. Everyone else will cause a diversion in the city. Just try not to get lost." Ikki then looked pointedly at Zoro.
"Hey, what are you looking at me for?" Zoro said. "You don't think I'll get lost, do you?"
Everyone else just rolled their eyes. Zoro decided to let his actions prove them wrong this time.
After the plan was made, everyone went to their assigned tasks. Ikki found Franky's temporary manager, Zambai. "Zambai, do you have two giant sea beasts?"
"Yeah, we've got two King Bull seacows. Why?"
"Get them ready to go," Ikki said. He then flew up into the sky.
The Ark Proverbs was hidden in the clouds above, powered by Enel. Ikki landed on the deck.
Ace was sitting cross-legged on the deck and asked calmly, "Is there anything else?"
"Yeah," Ikki said. "The plan starts tonight. After the sea train leaves Water Seven, you guys can take off."
"Got it," Ace said. "If you need help, just call us down." He made an "ok" sign with his hand and flew back down to the city.
A Plan for Destruction
Night fell, and Luffy was too impatient to wait. He wanted to leave immediately. Kakashi looked at him, then at Ikki and Sabo. "Shouldn't we make a plan?"
"Kakashi," Ikki said with a sigh. "When Luffy's around, what's the point of having a plan? He's the biggest plan-destroyer there is."
Luffy just smiled and scratched his head, thinking it was a compliment.
"The only plan we need," Ikki continued, "is to meet with Iceberg."
With that, they set off.
After Ikki's group left, the others also left Franky House one by one. Their mission was to cause as much chaos as possible to distract the townspeople and the shipwrights, especially those from the Number One Dock.
