Yusuke's letter to Darui stated that Konoha had retrieved the tailed beasts from Killer B and Yugito. To save their lives, Konoha left a trace amount of the tailed beast's chakra within them, rendering it unusable for combat.
Therefore, Kumogakure could only redeem ordinary ninjas, no longer possessing tailed beast power.
However, "ordinary" was relative to Yusuke's power. Even without the tailed beasts, Killer B and Yugito were formidable, and their return would significantly bolster Kumogakure's weakened forces.
After Samui returned to Kumogakure with intel about the Konoha attack during the joint Chunin Exams, the Kumogakure leadership was initially incredulous.

Impressed by Konoha and the Uchiha clan's abundance of talent, Dodai responded with a smile, "I appreciate your assistance."
On the way to the inn, Dodai observed Konoha's streets, now fully restored, finding it hard to believe the village had recently endured such an intense battle.

The day after Dodai's arrival, Kumogakure successfully redeemed Killer B and Yugito.
Konoha, already in a position of absolute dominance, demonstrated a commitment to peaceful development, proposing a remarkably fair and reasonable price.
Seeing Konoha's approach, Dodai refrained from further negotiation; both parties readily agreed to the terms, bringing a wave of relief and profound gratitude to Dodai and the Kumogakure delegation. They pledged that Kumogakure would become Konoha's most steadfast ally.
As Dodai departed from Konoha with Killer B and Yugito, he was astonished to find over one hundred Konoha ninjas assembled to bid them farewell, among them several ninjas of considerable renown throughout the ninja world. Most strikingly present was the Fourth Hokage's son, Naruto Uzumaki.
It turned out that this outpouring of support was specifically for Killer B. Despite his confinement within Konoha's police force, Killer B had been treated remarkably well.
His imprisonment had unexpectedly provided him with the opportunity to fully dedicate himself to his passion for rap, resulting in the creation of numerous popular and critically acclaimed works.
News of Killer B's musical endeavors had spread throughout the police force, attracting numerous aspiring rappers who sought him out for guidance, among them Naruto himself.
At Konoha's gates, the Kumogakure delegation found themselves unexpectedly surrounded by Killer B's newfound circle of rap enthusiasts, temporarily preventing their departure.
Witnessing the tearful farewells of these impassioned Konoha ninjas, the Kumogakure delegation found themselves caught between amusement and heartfelt emotion.
"Killer B, stay in Konoha!" the Konoha rap enthusiasts chanted in unison.
"Killer B-sensei, without you, Konoha's rap scene would be utterly devoid of soul!" Naruto exclaimed, his eyes still red from weeping.
Killer B himself was overcome with emotion, deeply moved by the bonds he had forged with his fellow rap enthusiasts during his time in Konoha. However, he knew that a permanent stay in Konoha was not feasible; he would always be Kumogakure's Killer B.
In the end, a deeply moved Killer B, before departing, delivered a heartfelt rap expressing his gratitude and well wishes to his newfound friends in Konoha.
The Kumogakure delegation, having set out from Konoha at dawn, successfully departed from the village gates by midday.
With the exception of Killer B, every member of the Kumogakure delegation wore an expression of wistful resignation, a stark contrast to Killer B's unrestrained weeping.
Once beyond Konoha's borders, Killer B, though his eyes remained somewhat swollen, had regained his composure.
Observing Killer B's tear-stained face, Dodai furrowed his brow, sensing a subtle undercurrent of something amiss, though he was unable to pinpoint the source of this unease. He attributed it to the natural sense of detachment that arises after a prolonged period of separation.
"Killer B, do you harbor any resentment towards Konoha? You are aware that your elder brother perished on the battlefield during the conflict with Konoha," Dodai inquired.
Killer B shook his head decisively, "Not at all. My elder brother was a true warrior, and to meet one's end upon the battlefield is the inevitable destiny of every warrior. Such is the nature of war; blame cannot be attributed to any single individual, nor will I seek retribution against anyone in Konoha."
"However," Killer B continued, "when I deem myself worthy of facing Uchiha Yusuke in combat, I shall issue a challenge to him as a true warrior should."
