"Damn it, at a time like this, what's there to hesitate about? Does the Raikage have something to hide?" the Fourth Raikage roared.

He couldn't tolerate Dodai's hesitation while Kumogakure was in crisis.

"Well, Raikage-sama, you told me to say this," Dodai said hesitantly, looking around. "During the Kinkaku and Ginkaku rebellion and Matatabi's rampage, Uchiha Kai infiltrated Kumogakure."

"He seemed to have connections with Yugito Nii and Samui. He dealt with Kinkaku and Ginkaku, and Matatabi surrendered and left with him."

His hesitant words were like a hurricane, sweeping through the assembled Kage. The Fourth Raikage, Rasa, and the others' faces twitched involuntarily. Their boasts were swiftly proven wrong.

Uchiha Kai had infiltrated Kumogakure, resolved the rebellion, and even had Matatabi surrender and leave with him. This was a stark contrast to the Fourth Raikage's claims of Kumogakure's impenetrable defenses.

Seeing the Fourth Raikage's contorted face, Dodai asked, "Raikage-sama, may I explain further?"

"Explain?"

The Fourth Raikage exploded with rage, his lightning surging as he lunged at Dodai. But Minato Namikaze appeared before him, grabbing his wrist. Ignoring the crackling electricity, Minato said calmly, "Fourth Raikage, I didn't expect your vow to be fulfilled so quickly."

"Uchiha Kai suppressed the rebellion and took Matatabi. But next time, things might escalate. Before it gets out of hand, I urge you to reconsider my proposal."

The atmosphere shifted. Rasa, Ōnoki, and even Yagura's expressions changed. They had relied on their status as the Five Great Nations, but Kai's actions had shattered their confidence. The potential consequences were unimaginable.

"Damn it!" the Fourth Raikage roared, his lightning exploding as he flung Minato's hand away. He swung his arm, aiming a blow at Minato.

The sudden attack shocked everyone. The Fourth Raikage's attack meant negotiations were over.

Bang!

A sonic boom ripped through the air as the attack missed. Minato reappeared beside Jiraiya, about to speak, but Tsunade stopped him.

"Watergate, that's enough. The Raikage has made his choice. This summit is pointless. Let's go."

Tsunade turned to leave. Jiraiya patted Minato's shoulder. "Let's go report to the Hokage. You've done your duty. Konoha has done all it can to prevent further conflict."

Though not Hokage, their words carried weight. After a moment, Minato bowed. "Since you've made your decision, I'll take my leave. If you need assistance, Konoha will help."

"But I'll say it again: don't underestimate Uchiha Kai. Even as his friend, I can't fully gauge his strength. He's both good and bad!"

With that, Minato vanished using the Flying Raijin.

The tense atmosphere eased slightly, but a strange atmosphere remained. The summit had nearly devolved into a brawl, failing to achieve its purpose. Many looked to Yagura Karatachi, the summit's host.

Feeling the shift in atmosphere, Yagura's face twitched. He'd hoped this summit would strengthen the alliance, but reality had shattered his expectations. He'd underestimated Uchiha Kai and hadn't anticipated Kumogakure's crisis.

Thinking of his deal with Black Zetsu, Yagura turned to Mifune, forcing a smile. "Mifune, as leader of the Land of Iron, you understand Uchiha Kai's danger and Konoha's stance. As a neutral nation, what's your decision?"

Yagura clearly intended to shift the blame onto Mifune, flattering him simultaneously. Seeking Iron Country's opinion implied its significant influence.

"Ho ho, Fourth Mizukage, you overestimate the Land of Iron. We merely provided a venue. How you deal with Uchiha Kai is not our concern."

"Frankly, regardless of the outcome, as long as it doesn't threaten our peace, we won't interfere."

Yagura's face darkened. His words had been completely ineffective.

"Well, since the summit is pointless, and the Fourth Raikage has urgent matters, and the Tsuchikage and Kazekage are preoccupied, I bid you farewell, Mizukage-sama," Mifune said, looking at Yagura.

The Land of Iron's enduring neutrality was a testament to its power. Without significant influence, it couldn't maintain its neutral stance.
