I know that the power system of the Naruto Universe is clear, yet too vague. For example, we know that a Chunin-level ninja should be more powerful than a Genin-level ninja
And then we see a Genin thrashing a Chunin-level ninja.
Does it make sense?
Well, in the Narutoverse, it does, under certain circumstances.
The point is, you may have a vague idea about the combat power of several individuals, but it's never clear.
And then, it's clear as daylight that the power ceiling in my story is a bit higher than the original series. I have also made some changes and added a few new elements to make the story a smidge more interesting, all while keeping the original power scaling of the Narutoverse intact.
So, to avoid confusing my readers, it's time to blow away the smoke and show my readers the actual power system of the Narutoverse, according to the standard of our protagonist's (Seimei) system's proficiency panel data or the leveling standards.
Enough nonsense. Let's get down to business.

Ninja Power Ranking:
The ranks of Genin, Chunin, Jonin, and others are given to the ninjas based on their mission completion rate, special circumstances, merit, and overall capabilities. Today, we will ignore most external conditions and divide the ninja ranks by their average combat prowess.
[Note: The ranking below is based on average ninjas without any major bloodline or Kekkei Genkai. The S-class students are excluded as well.]
Rank #0: Academy Students
Fresh-faced novice ninjas who had just started their Shinobi training. Being only five to seven years old, many have just begun extracting chakra. Academy students have better physical fitness than the majority of people who have never unlocked chakra.
After four to five years in the Academy or clan training, most of them can perform several standard E-rank and D-rank Ninjutsu.
Their nature transformation affinity usually hovers from LV1 to LV2, capable of performing D-rank elemental Ninjutsu with ease.
They have an average chakra capacity of 300 points by the end of their fourth year in the Academy.
They can safely eliminate one or two E-rank chakra beasts by the end of their third year in the Academy.
Rank #1: Genin
Academy students who have successfully graduated and received an official Shinobi registration number and license from the village higher-ups. They are at a level where an average person who has not unlocked chakra can no longer kill them with a pitchfork or sneak attack.
Genins are significantly stronger, faster, and more durable than average humans, with the ability to jump twice their height, break concrete with punches, and move at high speeds (e.g., Body Flicker).
A single Genin can easily handle bandits or untrained people in large groups.
With enough training and beginner-level chakra control, a Genin-level ninja can learn and cast several C-rank elemental Ninjutsu competently in a high-speed combat situation.
At least one of their nature transformation affinity has reached LV2, making them capable of performing average C-rank elemental Ninjutsu with ease. But they will still have a tough time learning or executing complex C-rank Ninjutsu or Medical Ninjutsu.
They have an average chakra capacity of 500 - 1,000 points.
They can safely eliminate one or two D-rank chakra beasts.
Rank #2: Chunin
The Genins enter the Chunin rank when they grow up, their skills sharpen, their combat prowess takes a huge leap, and they reach a significant level of mastery over all three ninja arts, including Ninjutsu, Taijutsu, and Genjutsu.
An average Chunin-level ninja can handle a significantly high number of untrained, ordinary people, likely ranging from dozens to over a hundred. They can handle 3 to 5+ ordinary Genin-rank ninjas at once.
A Chunin acts as a squad leader and possesses greater experience, intelligence, and chakra control than a beginner ninja.
Many Chunin possess techniques that allow them to strike multiple opponents at once, such as explosive tags (paper bombs) or elemental jutsu (fire/wind/earth styles).
At least one of their nature transformation affinities has reached LV3, allowing them to wield complex C-rank Ninjutsu and ordinary B-rank Ninjutsu with ease. An Elite Chunin's main nature transformation affinity usually reaches LV4.
Their chakra control has also reached the intermediate level (LV3).
They have an average chakra capacity of 5,000 points.
They can safely eliminate one or two C-rank chakra beasts alone.
Rank #3: Full-fledged Jonin
Jonins are the main high-level combat force of the village, significantly more powerful than the Chunin. At this level, the ninjas finally escape the stage of being glorified cannon fodder and become more important in the eyes of the higher-ups.
Full-fledged Jonins represent only 5% of the entire Shinobi population of any hidden village. Depending on the power level, a single Jonin can easily dispatch tens of ordinary Chunin (with poor coordination) or hundreds of ordinary Genin at once.
Their raw physical burst speed is fast enough to take out a dozen freshly graduated ordinary Genins before they could even blink their eyes.
Jonins in the Narutoverse are powerful, superhuman-level shinobi who act as military captains, capable of soloing A-rank missions.
Still, their power varies greatly, with average Jonin generally outmatched by Kage-level threats, while exceptional ones like Kakashi approach or exceed Kage strength. They are significantly stronger than Chunin, mastering advanced techniques and tactics, making them vital for complex missions.
At least two of their nature transformation affinities have reached LV4, allowing them to wield complex B-rank and ordinary A-rank Ninjutsu with ease. Their battle instinct is keen enough to combine their Ninjutsu, Taijutsu, and Genjutsu masteries seamlessly to deal with complex situations.
An average Jonin's chakra capacity exceeds 10,000 points. However, due to merit and mission completion requirements, by the time an ordinary ninja attains the Jonin rank, they already possess an average chakra reserve of 12,500 to 15,000 points.
At this level, after their chakra capacity reaches 10,000 points, the chakra goes through a qualitative change, becoming denser. It improves the power of their Jutsu and chakra reinforcement, elevating their combat prowess to a whole new level.
Such a qualitative change also gives their lifespan a significant boost, extending it to 120 to 150 years. However, due to a stressful, busy lifestyle, injury accumulation, and several other reasons, they rarely live past 100 years, even if they don't die on a mission before their retirement.
A full-fledged Jonin can easily deal with a couple of B-rank chakra beasts at once.
Rank #4: Elite Jonin and S Rank
Elite Jonins are powerful ninjas, whose combat power, technique mastery, and chakra capacity far surpass that of an ordinary full-fledged Jonin. Only 10% of the entire Jonin population of a hidden village has enough potential to reach this level.
At least one of their nature transformation affinities reaches LV5, allowing the Elite Jonin enough potential to learn and cast multiple top-tier A-rank Ninjutsu.
Their average chakra capacity is 25,000 points.
They can take out multiple A-rank chakra beasts with ease. And can even face the chakra beasts with an A+ or AA- danger rating and have a good chance to defeat them in a life-and-death struggle.
Elite Jonin, who have reached the peak of their level, developed their nature transformation affinity to LV6, and pushed their chakra capacity to at least 50,000 points, are considered S-rank ninjas.
S-rank ninjas can devastate a large area with destructive AoE Ninjutsu, wield S-rank techniques without straining their chakra reserves, and deal with five to ten of ordinary Elite Jonins at once. They can also solo a dangerous S-rank mission.
They can deal with one AA-rank chakra beast with ease.

Chakra Beast Danger Level:
Danger Rating: E — Average Third-year Academy Students can safely eliminate them.
Danger Rating: D — Average Genin can safely eliminate them.
Danger Rating: C — Average Chunin can safely eliminate them.
Danger Rating: B — Special Jonin and average Full-fledged Jonin can safely eliminate them.
Danger Rating: A — Needs at least 2 Jonin or one Elite Jonin to safely eliminate them.
Danger Rating: AA — Top Elite Jonin or S-rank (Quasi-Kage) Ninja can safely eliminate them.
Danger Rating S — A Kage-level Shinobi can safely eliminate them.
*Apart from them, there are also SS and SSS-class Chakra Beasts roaming this world. They rarely show up. Any Shinobi whose combat power hasn't reached Kage-level must immediately run away and report to the village upon encountering them.*

Nature Transformation Affinity Level:
Level 1:
The very basic level of elemental affinity. At this level, ninjas can wield E-rank elemental Ninjutsu of a corresponding affinity after some practice. But the control over elemental transformation is still too wobbly to learn D-rank elemental Ninjutsu proficiently.
Even if the ninjas learn the D-rank elemental Ninjutsu, they would have a hard time using it in actual combat situations.
Level 2:
At this level, ninjas can wield D-rank or lower rank elemental Ninjutsu of a specific element easily. Most Genins are at this level. Ninjas of this level can learn and wield C-rank Ninjutsu as well. However, learning complex C-rank Ninjutsu, supercharging them, and controlling the Ninjutsu after releasing them are still out of reach.
Level 3:
At this level, ninjas can learn and wield most top-tier C-rank Ninjutsu proficiency and learn ordinary, less complex B-rank Ninjutsu. However, the control over the B-rank Ninjutsu might not be great, or it may require them to use more chakra than necessary to cast them.
Most ordinary Chunin's primary nature transformation affinity is at this level. At this stage, the ninja can supercharge their C-rank Ninjutsu and gain partial control over it after releasing it.
At this level, ninjas can already manipulate the existing elements of nature that correspond to their nature affinity to reduce chakra cost to a limited degree.
For example, Water Release specialists use natural water from other water sources to cast various C-rank Ninjutsu at a lower chakra cost.
Level 4:
At this level, ninjas can learn and wield most B-rank Ninjutsu and ordinary, low-difficulty A-rank elemental Ninjutsu. However, to cast the A-rank Ninjutsu proficiently with fewer hand signs, their chakra control must also reach the later stage of LV4.
Most ordinary Special Jonins and full-fledged Jonins are at this level. At this stage, the ninjas gain greater control over their elemental Ninjutsu, even after releasing them.
The ninja's affinity for the relevant element also increases, making them slightly more immune to the said element's assault and allowing them to control the shape of the Jutsu while casting it to a greater degree.
For example, a ninja with LV4 fire affinity can control when they can make their released Jutsu detonate, even before they hit any solid target.
The Ninjutsu power increases as well.
For example, the fire burns hotter, the wind becomes sharper, and the earth constructs become harder and easier to mold.
Level 5:
At this stage, Ninjas can easily learn and wield A-rank and lower-rank elemental Ninjutsu without facing significant hindrance. They may also start delving into S-rank Ninjutsu as long as their chakra control capabilities and shape transformation abilities can keep up.
Ninjas can begin to control the natural elements related to their LV5 nature transformation affinities even without casting a specific Ninjutsu.
They can directly transform their neutral chakra into the element related to their chakra nature affinities and control natural elemental particles to join them to cast up to C-rank Ninjutsu without losing power.
For example, using the water chakra to attract water particles from nature to cast up to C-rank Ninjutsu. In favorable conditions, the power of Ninjutsu will also increase, even if the ninjas use the same amount of chakra to cast the Ninjutsu.
Most Elite Jonin-level ninjas are currently at this level.
Level 6:
At this stage, the ninjas can wield AoE Ninjutsu and S-rank elemental Ninjutsu proficiently without losing control over them.
The power of their elements also increases, and the ninjas can also manipulate the qualities of the elements they create by transforming their chakra.
For example, at LV6, the ninjas can make the water they create very fresh, making it less conductive to the lightning current. They can also control the density and fluidity of the water to a certain degree.
Most S-rank or quasi-Kage-level ninjas are at this level.
Level 7:
At this stage, the ninjas can wield powerful and complicated S-rank elemental Ninjutsu proficiently without losing control over them. At LV7, a ninja's mastery and control over the relevant element also go through a fundamental change.
For example, the Water Release specialist can transform regular water into water vapor, mist, and even ice without using any kind of Ninjutsu. They can alter the density of the water so much that the water can act like a hard construct without losing its fluidity and elasticity.
They can sense water particles in the air and manipulate them from far away. A qualified ninja with enough chakra control and chakra capacity can literally create a thunder cloud and bring a storm to the earth.
A Kage-level ninja's main nature transformation affinity has reached this stage.
As long as a ninja can develop two nature transformation affinities to LV7, they can research and attempt to combine them to form a Kekkei Genkai of their own.
However, this process is quite complicated. The ninjas must try different ratios of chakra nature combinations, all while stabilizing the elements, to lead the fusion.
The chances of failure are high. And the chances of backlash are even higher.
But once the ninja successfully fuse to LV7 chakra nature, it will create a Kekkei Genkai that will slowly alter their bodies and genes, making it a bloodline limit that can be passed to the next generation.
