[A Few Days Later]
Rosse sat at the highest point of the Drum Kingdom palace, looking down at the bustling crowds below.
From this upheaval in Drum Kingdom, he had become the ultimate winner.
Only a few members of the royal family remained who had gone to the Holy Land, and with the nobles slaughtered, there was no one left capable of governing the country.
Taking advantage of the situation, Rosse simply took over the entire nation.

Suddenly a strong wind and thunder sounded in the sky, attracting the attention of many people below.
Rosse merely glanced up and casually snapped his fingers.
In an instant, the wind stopped and the thunder ceased, clear skies stretched for miles.
In the sky, Kaido in his divine-dragon form transformed into human shape and landed steadily beside Rosse.
"How's it going? Enjoying yourself?", Rosse teased.
"Heh! Those guys are like mice, I've completely lost track of them," Kaido crossed his arms and sneered. Ever since Dragon and the others left with the island-whales, he had been unable to find their trail.
On the vast sea, searching for three people and two island-whales was not an easy task.
"So do you think it's because they're better, or some other reason?", Rosse asked with a smile.
"It's just once; you can't draw conclusions. But Dragon showing up there was indeed a coincidence. Give me a few more chances," Kaido took a deep breath, this time he refused to admit defeat.
He needed to try several more times.
"The sea is huge. If they want to hide, it won't be easy to find them later," Rosse shook his head.
"That person is important to your World Government. If he can't be found, wouldn't that prove something?", Kaido grinned.
If even the World Government couldn't find someone, that would say a lot. If they couldn't find him in twenty years, then fine, he'd concede.
"Alright, then you'll do some work for the Mercenary Association recently," Rosse nodded. Since Kaido hadn't captured them this time, catching them later wouldn't be easy either. [T/N: 'Employment Association' has been changed to 'Mercenary Association'.]
There was plenty of time; Rosse was in no hurry.
"Oh? You invited someone today?", Kaido scanned the side and saw Wapol approaching with two old men.
"Perfect timing. If you want to listen in, stand to the side," Rosse's gaze followed. Today's main topic was the medical school.
Kaido coming today wasn't part of Rosse's plan. He knew Kaido well enough, he'd probably keep causing trouble for years before admitting defeat. For now, getting him to work properly was enough.
"Interesting," Kaido grinned and silently stepped aside.
He liked to listen to how Rosse handled affairs. Back when he was a pirate, he solved problems with fists. That was the pirates' customary method, no matter how strong, they seldom used their heads.
He'd been like that, Golden Lion had been like that, even Rocks back then.
Now that he finally had a chance to learn, he wouldn't miss it.
Rosse had once said something Kaido agreed with: people who only use violence cannot truly rule the world.
The world was too big, relying only on brute force, he'd spend days flying around the Grand Line. If he tried to use force to suppress the whole world, rebellions would spring up the moment he left one place; he'd spend all his time killing. He wanted to see what Rosse's so-called binding-of-interests model looked like.
"Lord Rosse, I brought the people you asked for. This is Hiriluk, his medical skills aren't high, but he's respected among the people. This is Dr. Kureha, the best physician in Drum Kingdom," Wapol brought the two before Rosse and introduced them.
"Hey hey, I'm not that bad at medicine!", Hiriluk, dressed like a comic figure, was the first to complain.
"I never said I was from Drum Kingdom," Dr. Kureha immediately denied it.
Wapol could only shake his head helplessly and step aside. If the Drum Kingdom matter hadn't been so large, even he couldn't have convinced Dr. Kureha to come. Getting her here completed his mission.
After this event, he could take his family to the Holy Land to be world nobles. What happened to Drum Kingdom afterward would be none of their concern.
From now on, this place should be called Paradise, Drum District.
"Lord Rosse! Did you call us here for something?", Unlike Dr. Kureha's complete indifference, Hiriluk, though grumbling at Wapol, was respectful toward Rosse.

"Gentlemen, I invited you mainly to talk about establishing a medical school in the Drum District," Rosse didn't hide his purpose.
If it weren't for Sora and Otohime being absent, he wouldn't have bothered handling this personally.
"Huh? We already have Drum Kingdom Medical School, right?", Hiriluk said, confused.
"Not the same. I'll establish a World Government intermediate medical school in the Drum District to improve medical standards worldwide...", Rosse briefly explained.
"Ah? That's a good thing, we'll definitely cooperate!", Hearing that, Hiriluk immediately got excited and danced about.
This was a chance to spread their medicine to the world, the greatest thing imaginable for them.
"If this is an intermediate medical school, where's the advanced medical school?", Dr. Kureha wasn't thrilled; she cut to the point.
Drum Kingdom was already the most advanced medical nation in this world, she couldn't imagine anywhere being stronger.
"I'll found Rosse University on the Red Line. Anyone who graduates from the intermediate school can go to the Red Line for further study. The advanced medical school will belong to Rosse University, called Rosse University Medical School," Rosse smiled slightly and outlined his plan.
If he wanted a complete system, he needed a plan. Many parts just needed to be copied. Let him set up the system himself? He probably couldn't, so cloning an existing model made it easy.
Naming the first university after himself would also consolidate his rule over the world.
