Chapter 59 - [57] Hiruzen's Fear

The room was heavy with silence, the kind that settled like dust. The Hokage's office, though bathed in warm light through its wide windows, felt cold that day. Hiruzen Sarutobi sat behind his desk, the weight of the village pressing down on his aged shoulders. Before him stood Danzo Shimura, flanked by the elders Homura Mitokado and Koharu Utatane.

Danzo was the first to speak, his voice devoid of warmth. "We cannot ignore the signs, Hiruzen. The Uchiha were the only ones who could control the Nine-Tails. The attack may have been done in secret, but the evidence... or rather, the implications... all point to them. We must act before they make another move."

"You want to eradicate them," Hiruzen said, voice calm but eyes narrowing. "That word again, Danzo."

"We need to be realistic," Danzo said. "They have grown too proud, too isolated. They refuse to share their power. Their eyes... the Sharingan... are weapons we cannot allow to remain unchecked."

"And yet," Hiruzen said, folding his hands, "not all of them follow the same path. Itachi Uchiha, for instance. He has recently begun to show remarkable growth... not just in power, but in philosophy. He has inherited the Will of Fire."

Homura raised an eyebrow. "He is still a boy."

"A boy who is the son of the Uchiha Patriarch," Hiruzen said. "Which puts him in a unique political position. He is the bridge between us and them. If we alienate him, we push the entire clan further into isolation. But if we encourage his loyalty to Konoha, we can anchor the clan back into the village's values."

Danzo frowned. "Then send him to Root. He would be better suited there. He needs discipline. Detachment."

"That would be the quickest way to destroy what he's becoming," Hiruzen said. "You would turn him into a weapon... a hollow shell. He does not need to learn how to kill without feeling. He needs to understand what he's protecting."

Danzo scoffed. "Your sentimentality is dangerous."

"And your pragmatism is poison, Danzo," Hiruzen said, eyes flaring for a brief second.

The tension broke as Koharu shifted topics. "What of the Hyuga? There's been... movement."

Hiruzen leaned back, sighing. "That is the larger issue."

"The Hyuga?" Homura asked.

Hiruzen nodded. "After Hiashi Hyuga's honorable sacrifice, the clan expected to fall into disarray. But his twin, Hizashi, has stepped in. Technically, he is not the clan head, but in practice, he has become a pseudo-head."

Danzo narrowed his eyes. "The Branch Member."

"Yes," Hiruzen said. "And against all odds, he is doing remarkably well. Too well. He has gained the trust of most of the Main and Branch families. He's begun implementing new reforms into their combat doctrine... merging traditional Gentle Fist with more unorthodox, fluid movements."

"That sounds like... innovation," Homura muttered.

"It is," Hiruzen confirmed. "And that is what concerns me."

Koharu leaned forward. "If it fails?"

"Then the Hyuga will fracture," Hiruzen said. "They will lose credibility, power, perhaps even cohesion. If that happens, the clan becomes a lesser player, and thus a lesser threat. But, it weakens konoha."

Danzo smiled. "And if it succeeds?"

Hiruzen's face turned grave. "Then the Hyuga will rise. Stronger than before. Unpredictable. Unified."

"Another clan out of your control," Danzo said.

"I have seen what happens when clans believe themselves larger than the village. The Uchiha, the Kurama, even the Kaguya once," Hiruzen said. "Konoha is not a federation of families. It is one village."

There was a moment of silence.

"What do you propose?" Homura asked.

Hiruzen looked out the window. "We keep them in check. Subtlety. We feed small contradictions into their doctrine through certain instructors. We assign promising Hyuga youth to joint missions, but with ANBU oversight. We delay recognition of Hizashi's role as a de facto head, and instead continue to report official matters to a Main family elder. That will generate friction."

"Divide and destabilize," Danzo said approvingly.

"Control," Hiruzen corrected. "And as for the Uchiha..."

He paused. "We monitor Itachi. Not as a weapon. As a mirror. If he reflects the values we nurture, we let him rise. Let the younger Uchiha see another path. If he deviates..."

"Then we'll have Root ready," Danzo said.

Koharu added, "What of the Hyuga seal? Would Hizashi tamper with it?"

"Not yet. But if he does, it will be a sign he is trying to elevate the Branch House beyond its place. That will be our red line."

Homura frowned. "And what if neither plan works? If both clans continue to grow beyond containment?"

Hiruzen didn't speak for a moment. Then he said, quietly, "Then we will do what we must to preserve the village. Even if it means pruning our own tree."

Danzo nodded. "Then prepare the shears."

In the days that followed, subtle shifts began in Konoha. The Hyuga noticed increased oversight, but no official changes. The Uchiha felt the pressure of surveillance, yet no open hostility. Hizashi Hyuga was subtly denied certain requests for formal recognition, causing murmurs within the Branch House. And Itachi Uchiha found himself pulled gently into missions that tested his values, always observed.

Hiruzen Sarutobi watched it all. He did not hate the clans. But he feared them. Power, when gathered in one place too long, had a way of turning against its vessel. The Will of Fire, to him, was not love. It was stewardship. And stewardship, sometimes, required cruelty cloaked in peace.

For Konoha's unity. For its survival.
