"Damn it! The media and other people are still out here. Don't shoot blindly or we might hit someone!"
Victor managed to stay level-headed. In a smokescreen this dense, pulling the trigger was a gamble.
If they accidentally hurt someone, the press and public backlash would be brutal.
Besides, the treasures had already been moved. Even if Kaitō Kid got into the manor or managed to escape, it wouldn't cause any real loss.

Victor tried to raise his gun, but Zhang Yang grabbed his wrist and pinned it down with one hand.

Leaning in close, Zhang Yang whispered into his ear, "Commander Victor, you've already lost half the game."
Then he vanished into the smoke just as Harrison and Bruce rushed over.
Victor let out a long, shaken breath. For a seasoned agent like him, feeling fear was rare—but right now, it was real.
"Commander Victor, what happened?" Harrison asked, visibly worried. "What did he say to you?"
Victor, breathing hard and face grim, answered, "He said I've already lost half… damn it!"
"He must be inside the manor now. We need to launch the backup plan!"
Victor grabbed his radio and ordered everyone to return to the manor for a full sweep. If anyone spotted Kaitō Kid, they were to open fire immediately.
