Seven glass cylinders stood neatly aligned on Danzo's desk, each containing a pair of freshly harvested Sharingan. His lips curled into a cold smile that never wavered.

> "Efficient. Obedient. Much more reliable than that insubordinate Orochimaru," Danzo murmured to himself, steepling his fingers.

News of Chi Yu's actions in the Land of Waves soon reached the ears of the Third Hokage, Hiruzen Sarutobi.

Hiruzen's first reaction was disbelief. His second was concern that Chi Yu had overstepped his orders. The directive was to monitor the Uchiha, not provoke a clan-wide crisis.

Sure enough, Uchiha Masaki—head of the Uchiha Clan at the time—arrived at the Hokage's office, his face stern and his voice tight with restrained fury.

> "Hokage-sama," Masaki began, "the Uchiha have served faithfully on the frontlines since the war began. Yet now, seven of our own have been killed by Konoha's own operative. This—this is intolerable. I demand that Chi Yu be punished immediately."

Hiruzen maintained a diplomatic tone, though his thoughts were conflicted.

> "I understand your frustration, Clan Head Masaki. This matter will be reviewed carefully. Let us not act rashly in a time of war."

But Hiruzen did not offer a commitment. He knew full well that Chi Yu, though unorthodox and extreme, was effective—and assets like him were rare.

Masaki, however, was unrelenting. His son, Uchiha Fugaku, was currently stationed in the Land of Waves. He could not allow this precedent to stand—not when it threatened the safety and dignity of the Uchiha.

Just as the meeting was becoming tense, Danzo entered the office unannounced.

The Root commander strode in, silent as a shadow, and threw a thick stack of documents onto the table in front of Masaki.

> "You're upset over Chi Yu?" Danzo said coldly. "Then read this."

Masaki's frown deepened as he flipped through the files. His face grew darker with every page.

The documents contained field reports—unauthorized conduct, insubordination, reckless attacks on fellow shinobi—all committed by Uchiha on active missions. Names, dates, and locations were meticulously documented.

When Masaki opened his mouth to protest, Danzo cut him off.

> "You doubt their authenticity?" Danzo's voice was sharp. "My agents in Root compiled them with precision. If you'd like, I can have those individuals brought here—then you can ask them yourself."

Masaki clenched his jaw, clearly shaken but unwilling to yield.

> "I am not questioning your evidence, Danzo-sama. But this does not justify Chi Yu's actions. One of the slain was Uchiha Kazuo, a Jōnin. These weren't deserters—these were active-duty shinobi. Kazuo merely questioned an unreasonable order."

> "Unreasonable?" Danzo scoffed. "Or did he incite disobedience in the middle of a coordinated operation? On the battlefield, insubordination is treason. You know this."

Danzo slammed the table with a thunderous bang, causing Masaki to flinch. Hiruzen remained silent, allowing Danzo to dominate the conversation—he found it... convenient.

Danzo sat beside Hiruzen and crossed his arms, glaring at Masaki.

> "Now, tell us again—what's the issue with Chi Yu?"

Masaki struggled to maintain his composure but continued.

> "He killed seven Uchiha, and one was a squad leader. Even if they disobeyed, killing them outright... this is beyond protocol. Hokage-sama, you must see the danger of letting this go unpunished."

Danzo pointed to the final document in the file.

> "You haven't read the last page."

Masaki opened it, scanning quickly. His face paled.

The report detailed Chi Yu's coordinated operations since the start of the war—how he collaborated with Orochimaru during the campaign in the Land of Hot Water, the strategic gains achieved under his direction, and the minimal casualties his forces suffered. Every mission under his command had succeeded. No wasted effort. No deviation.

Danzo leaned forward.

> "Chi Yu does not act without reason. His decisions have secured our momentum in the Land of Waves. Kazuo, on the other hand, challenged a direct order during an active operation and incited others to question the chain of command. On the battlefield, that's not debate—that's sedition."

> "So tell me, Clan Head Masaki: Should Kazuo have been allowed to live? Should we risk more lives for the sake of pride?"

Masaki broke into a cold sweat.

His objective had been to remove Chi Yu from power, but Danzo's documentation left no room to maneuver.

Danzo pressed further, his tone icy.

> "Answer me. Was Chi Yu wrong?"

Masaki's lips moved, but no sound came. Admitting Chi Yu was justified meant accepting the deaths of his own clansmen.

Sensing the tension, Hiruzen finally spoke, his voice light yet firm.

> "That's enough, Danzo. Masaki came here out of concern, not malice. I do agree Chi Yu may have gone too far, and I will reprimand him accordingly. But drastic action is not warranted."

He turned to Masaki.

> "Rest assured, Clan Head Masaki. I'll instruct Chi Yu to act with greater restraint going forward."

Masaki lowered his head slightly in acknowledgment, but his clenched fists betrayed his frustration.

Danzo said nothing more, content that the message had been delivered.

As Masaki left the office, the silent understanding among the three men was clear—Chi Yu would not be punished.

And the balance between duty, power, and clan loyalty had once again shifted in the shadows of Konoha.
