Chapter 216 - CHAPTER 216

Restarting the Bloody Mist Policy

Yagura Karatachi had just completed his full transformation into the Three-Tails, Isobu, when the battle shifted decisively against him.

Uchiha Obito's Sharingan flared—its genjutsu latching directly onto the Tailed Beast's consciousness.

Pain moved in immediately, driving dozens of black receivers into Isobu's massive body.

The receivers disrupted the chakra flow between Jinchūriki and Tailed Beast, preventing Yagura from working with Isobu to break the illusion.

Coordinating with the effect of the black rods, Obito tightened his control over Isobu, forcing the Tailed Beast to revert from its full form.

The instant Yagura returned to human form, Obito's Sharingan caught him again. The Mizukage's pupils shifted into the red, tomoe-marked pattern of the Sharingan—his will overridden completely.

This was Obito's method.

Since a Jinchūriki and their Tailed Beast could release each other from genjutsu, the solution was simple: place both under genjutsu simultaneously.

Yagura, now utterly under his control, stood motionless.

The battle was over. Obito, Pain, and Konan stood before their newest pawn.

Pain's gaze lingered on Yagura.

"Since you've taken control of him, I assume you plan to enter Kirigakure with the Fourth Mizukage himself?"

Obito gave a curt nod. "Exactly. If we're seeking new members, we'll need access to the village."

Pain's eyes narrowed slightly. "Then go alone. With the Mizukage leading the way, you won't need us. Konan and I have our own matters to attend to."

"Oh? Not going to keep an eye on me?" Obito asked with a faint, mocking smile.

"I trust you," Pain replied flatly.

Fool, Obito thought, concealing his amusement. But if they weren't going to follow, all the better.

"Then I'll handle it," he said.

Pain turned to Konan. "We're leaving."

Once they were gone, Obito warped himself and Yagura away with Kamui, heading straight for Kirigakure.

---

As they traveled, Konan glanced at Pain. "Nagato, are you sure about letting him go alone? What if—"

"There's no need to worry," Pain cut her off. "For now, our goals align. His objective is the Tailed Beasts. So is ours. Until those goals are met, there's no reason for him to cross us. In fact, his next actions will strengthen the Akatsuki, and a stronger Akatsuki will capture the Tailed Beasts more effectively.

"We may not trust him, but we can trust his current purpose. Besides, we have other priorities. We only need to watch the people he chooses to bring in."

Konan nodded. "So, what's our next move?"

"There's a missing-nin from Takigakure," Pain said. "During the Warring States period, he supposedly faced the First Hokage himself. He later betrayed his village, taking with him a secret kinjutsu that allowed him to prolong his life. He's survived for decades, amassing forbidden techniques.

"We can't let Obito recruit everyone. We need members we can rely on. This rogue shinobi—Kakuzu—will be ours. I already know where to find him."

Without further discussion, the two left the Land of Water.

---

Before Yagura could return to the village, Kirigakure's shinobi found him. The battle had been far too destructive to go unnoticed.

"Mizukage-sama, what happened?" one of them asked.

"Nothing," Yagura replied in Obito's voice. "Three intruders attempted to infiltrate the village. I've dealt with them. Let's return."

The assembled shinobi glanced at the devastated battlefield, each murmuring in awe. "As expected of Mizukage-sama."

With Yagura's return, Kirigakure was about to enter a darker era.

Obito's first move was to quietly place portions of the village's leadership under genjutsu. Controlling a Kage was one thing, but the Mizukage's influence alone couldn't fully command one of the Five Great Shinobi Villages. The clans—many of which possessed powerful kekkei genkai—held deep political weight.

To secure control, Obito needed more than influence—he needed to cripple the village's strength.

And so, five days later, Yagura convened a council meeting.

After the death of the Third Mizukage, the infamous "Blood Mist" policy had been set aside. Now, under Obito's control, Yagura reinstated it—this time with even harsher measures.

Kekkei genkai users, he declared, were the greatest internal threat to the stability of the village. Orders were issued for covert assassination squads to begin eliminating the Bloodline Limit clans.

The academy's graduation exams would also return to their most brutal form: students would be forced into death matches, with only the survivor deemed worthy of becoming a shinobi.

With nearly half the council already under Obito's influence, opposition was token at best.

That very night, the purge began.

Kirigakure's most infamous era—the true Bloody Mist—had begun anew.
