Announcement of New Regulations
In front of the Konoha Defense Force headquarters, a sizable crowd had gathered.
Chi Yu, newly appointed Captain of the Konoha Defense Force, stood before them delivering his inaugural address.
His tone was firm—borderline confrontational—and it was clear from the expressions of Minato Namikaze, the Fourth Hokage, and Hiruzen Sarutobi, the Third Hokage, that they found his words unsettling.
But Chi Yu was unconcerned. The title of Captain gave him considerable leverage, and as far as he was concerned, Minato would need his consent to intervene in the Defense Force's affairs.
He began outlining the responsibilities of his new department to the gathered villagers.
> "First," he announced, **"our primary duty is to establish and enforce Konoha's regulations. From this day forward, all rules set by the Konoha Military Police Force are nullified. Their enforcement authority is transferred to the Konoha Defense Force.
You needn't worry—most existing regulations will remain the same. We are simply centralizing authority here for efficiency's sake.
Second, we are tasked with the arrest of shinobi exhibiting criminal tendencies. Apart from the Fourth Hokage's personal guard, no one is above our jurisdiction. If we determine a shinobi is about to commit, or has committed, a crime, we have full authority to detain them."**
The ordinary villagers relaxed when they heard their daily lives would remain largely unaffected. But among the shinobi present, the implications landed like a kunai.
Two seemingly simple powers—legislation and arrest—effectively gave the Defense Force greater authority than the Military Police ever had. In other words, the Uchiha-led Police Force was now little more than a shell.
Some ninja muttered under their breath: Would the Uchiha Clan really stand for this?
Chi Yu pressed on.
> "Since everyone is gathered, I'll take this opportunity, on my very first day in office, to announce a new regulation."
At that, Minato, Hiruzen, and Uchiha Shisui—Deputy Captain of the Defense Force—visibly stiffened.
Technically, Chi Yu had the right to propose regulations, but doing so without prior discussion, especially on day one, was a blatant dismissal of Shisui's role.
Minato stepped forward, lowering his voice so only Chi Yu could hear.
> "Chi Yu, new regulations must first be discussed between you and Shisui. You submit them to me, I review them, then they're enacted. That's the procedure."
Chi Yu smiled faintly.
> "Fourth Hokage, this regulation is for Konoha's prosperity. Fugaku, as Captain of the Military Police, could enact measures on his own authority—why not me?"
> "Because the Police Force had one captain. The Defense Force has two," Minato replied firmly. "You and Shisui must agree before anything reaches my desk."
Chi Yu gave a mock look of realization.
> "Ah, I see. Well, since the villagers are already assembled, why don't I just read it aloud? You can approve or reject it afterward. No harm in letting them hear it, right?"
Minato's expression soured, but after a pause, he nodded—publicly cutting off his own captain on day one would look worse.
Chi Yu's voice carried clearly over the courtyard:
> **"From today forward, if a shinobi arrested by the Konoha Defense Force is guilty of a minor offense, they may be released upon paying a bail amount proportional to the severity of their crime.
This does not apply to major crimes. In such cases, detention remains mandatory.
A portion of the bail collected will be used for the Defense Force's operational needs; the rest will go to the Fourth Hokage's office for village development projects.
This system will save resources, ease prison overcrowding, generate revenue, and contribute directly to Konoha's growth."**
Then, turning toward Minato with an almost innocent expression:
> "Hokage-sama, do you agree?"
Minato frowned. The plan had merits, but its potential for abuse was obvious—subjective bail terms, blurred lines between justice and profit, and power consolidation in Chi Yu's hands.
Before he could answer, Orochimaru—leaning casually against a post—spoke up.
> "I support it. The Military Police throw anyone they suspect into a cell, draining resources for years. Many of them pose no real danger. If they can fund the village instead of rotting in prison, why not?"
The villagers, swayed by the practicality of the idea, began murmuring approval.
> "Better than letting our taxes feed criminals."
"Yes, make them pay for their own upkeep and help build the village."
The growing support boxed Minato in. Hiruzen gave him a subtle nod, signaling that resistance would be politically unwise.
With a quiet sigh, Minato turned to Shisui.
> "Deputy Captain, your thoughts?"
Shisui knew he had been sidelined before he even spoke. Still, he gave the only answer possible without undermining his position.
> "…I agree."
And just like that, Chi Yu's first day cemented his dominance—not just over the Defense Force, but over the political stage of Konoha itself.
