Perfikot was inspecting the underground city beneath the Lord's Mansion in Chernobyl.
Just like the underground shelters built in settlements, even though Chernobyl is now the largest city in the Northern Territory, Perfikot designed an underground city for it during urban planning.
However, Chernobyl's underground city is different from other underground shelters, as this is a city.
Based on Chernobyl's urban layout, there are four underground cities beneath the city, each corresponding to a different district above ground.
The largest underground city, directly connected to the Lord's Mansion, serves as the core underground city, with dedicated underground passages linking it to the other three. The other three underground cities have no direct road connections to each other.
Such a layout was adopted because Chernobyl covers a vast area above ground. While the city population cannot compare to Langton, it is still quite sizeable.
