Michael's dominion over Starling City wasn't solely built on corporate ownership and technological superiority; he meticulously wove an intricate "emerald web" of influence, leveraging his vast wealth, his highly publicized philanthropic endeavors (funding everything from inner-city schools to environmental cleanup initiatives), and carefully cultivated relationships with key figures across law enforcement, media, and local government. These individuals, often operating with the best of intentions, found themselves subtly steered towards decisions that aligned with Queen Consolidated's interests and Michael's overarching vision for the city's future.

He established generous endowments for police training programs, funded local journalism initiatives that championed "responsible reporting," and supported political candidates who advocated for policies that fostered a "stable business environment." The resulting goodwill and sense of obligation made any significant opposition to Queen Consolidated's (and by extension, Michael's) agenda appear detrimental to the city's progress.

Captain Quentin Lance, despite his inherent skepticism towards the wealthy elite, found himself occasionally accepting Queen Consolidated's assistance during major crises, such as the provision of advanced emergency communication systems during city-wide emergencies. He remained unaware of the subtle sway Michael held over the very systems he relied upon.

During a particularly tense hostage situation, Lance, frustrated by communication breakdowns, barked into his radio, "We need better intel! Can anyone get eyes on the inside?"

Moments later, his tactical display flickered to life, displaying real-time thermal imaging of the building's interior, courtesy of an untraceable feed from Queen Consolidated's advanced surveillance network. "Where did this come from?" Lance muttered, bewildered.

A laconic voice crackled over his comms, seemingly out of nowhere: "Ensuring the safety of Starling's finest is a priority, Captain." Michael, monitoring the situation from his secure headquarters, offered a quiet satisfaction. Control is often about providing solutions before the problem is fully recognized.
