The Copy Talent Ability only works one time, per person. Requirements to Copy ability of the target you need reach 80% Trust with the Person you want to Copy.
Upgrade Talent Ability every successful difficult mission. the system grants you a Upgrade Talent Card.
If you want to upgrade an Talent to Higher level you need to collect a duplicate Talent card.
