"Tsk, tsk…"

Uchiha Nobuhiko looked at his son with shining eyes, almost in disbelief.

"You're five. Five. What's going on in that head of yours?"

"This isn't just smart—it's strategic. Every angle considered, every risk balanced."

He shook his head with a laugh.

"Honestly… if your brother Fugaku had even half your brain, I'd be thanking the heavens."

He placed a hand on Tianyi's shoulder, eyes firm.

"I understand now. From this point on, whatever you need—I'll cooperate fully. Let's hope it really works."

Nobuhiko exhaled deeply. If it did work, the Uchiha clan's entire future—its fate within Konoha—could be rewritten.

Then his expression shifted slightly.

"Tianyi… you've given me ideas. So now I have a question for you."

"Do you have any suggestions for the future development of the clan—especially how we should handle our relationship with Konoha?"

Tianyi's eyes flickered with interest.

It was rare. His father had just asked a five-year-old about politics. That said everything.

Good. He's ready to listen. Then it's time to plant the seeds of true reform.

Just then, the sound of footsteps echoed down the stairs.

Fugaku.

Nobuhiko's eyes narrowed slightly.

"Forget it—for now," he said softly. "After breakfast, come to my study. We'll talk where it's quiet."

"Got it."

Tianyi smiled and nodded calmly.

Nobuhiko dropped the isolation barrier, and the family returned to breakfast as if nothing had been said. Fugaku joined, oblivious to the weight of the conversation that had just occurred.

Later that morning, after Fugaku had left for a mission, Tianyi sat down across from his father in the study. Nobuhiko shut the door behind them and activated a new soundproofing seal.

"Alright," he said, settling into his chair. "Let's hear it. What would you do to reform Uchiha?"

Tianyi didn't hesitate.

"I've been thinking about this seriously for the past month. I've analyzed both internal and external weaknesses."

He leaned forward.

"Let's start internally. The clan right now? It's fractured. Three to four factions pulling in different directions, wasting resources, slowing responses. It's embarrassing, considering the threat we face from the village."

Nobuhiko grimaced but didn't disagree.

"We need to unify," Tianyi continued. "But we can't do it with slogans. We need structural change."

"The first step? Rebuild the merit and welfare system. Make it so that every contribution is rewarded. Not politically, but with tangible benefits—training access, medical support, resources for children."

"Second, we need sweeping reform in education, especially for our younger generation."

Nobuhiko raised an eyebrow.

"Education?"

"The current structure raises powerful shinobi, but not leaders," Tianyi said. "We don't teach strategy, negotiation, or diplomacy. That's why our future clan heads only know how to fight, not how to navigate Konoha's power plays."

"And third… the Security Department needs to be reformed."

That made Nobuhiko sit upright.

"The Security Department?" he asked sharply. "How do you propose we reform that?"

Tianyi nodded, unfazed by the tension.

"Step one: Establish an Elite Security Division. The top-tier Uchiha shinobi will no longer handle day-to-day policing. They'll train, patrol high-risk borders, and handle espionage and infiltration cases."

"They'll become our equivalent to Anbu—our hidden blade."

Nobuhiko's eyes brightened.

"That's… a good idea. We need a force like that. One that's mobile, strategic, and loyal to the clan."

But then he frowned again.

"Still, that leaves the rest of the village security work understaffed. And it's only increasing."

Tianyi didn't miss a beat.

"Step two: Open parts of the Security Department to outsiders."

That stopped Nobuhiko cold.

"…What did you say?"

"We create a Security Brigade model. Uchiha remain as captains and squad leaders, but we appoint civilian and other clan shinobi as deputy captains and operatives."

"They handle internal patrols, village mediation, dispute control. We supervise and lead."

Nobuhiko's face darkened.

"That's out of the question."

He stood up, voice hard.

"The Security Department was granted to Uchiha by the Second Hokage. It's the only authority we have in the village. You want us to share it?"

"You think the village won't exploit that? Danzō will plant his people immediately. The Third will turn it into a slow erosion."

Tianyi didn't flinch.

"That's exactly what they want, Father. For us to cling to a poisoned post."

"You know as well as I do—village security is a thankless job. It isolates us. Makes us hated."

Nobuhiko turned away.

"…Of course I know. Why else would Tobirama hand it to us so freely?"

"But it's all we have."

Tianyi stood now too.

"Then it's time to flip the script."

"If we choose to open the gates and show willingness to cooperate, the narrative changes. We aren't marginalized anymore—we become leaders of cooperation."

"And with the elite division in place, our true strength won't be compromised. We lose a leash but gain a dagger."

Silence.

Then Nobuhiko slowly turned back to face him.

"The others… won't accept it."

"They will," Tianyi said quietly, "if you sell it as evolution, not surrender."

"We show them results. Power. Stability. And a future that doesn't end with another Uchiha massacre."
