The emperor frowned. "But… these soldiers are still lives."
"They'll get their pensions," the minister said offhandedly. "If His Majesty wishes to show compassion, perhaps allocate more from the treasury. Their families will be grateful. And the public… more loyal."
The boy emperor brightened.
