Chapter 42 - Chapter 42: Beginning of Reform

'Did I really gain 5%?'

Gorou was slightly caught off guard after seeing the system notification during his speech to the Millennium generals.

But he eventually understood the logic behind this increase.

'Yuuki Kagurazaka is a leader with limitless ambition.'

When Gorou expressed his desire to go on an endless crusade to satisfy a selfish desire, he unknowingly walked down a path similar to Yuuki's.

The two are just the same in many aspects.

The only major difference between Gorou and Yuuki is their motivations behind the war they want to unleash.

"You can all leave, but Blue stays here."

General White showed slight reluctance, but faced with the new boss possessing such a mystical and impenetrable aura, he decided to back down for now.

'I'll ask to leave this damn tower later.'

As for Kapper? He had no real selfish thoughts.

The man was just delighted to have kept his position, since Gorou hadn't mentioned anything about a reform yet.

A few seconds after the duo left, Gorou opened his mouth again while looking at the strongest man under his command in this universe.

"Blue... I'd like you to carry out three extremely important tasks for me."

"Of course, I'll do my best."

A simple response, but appropriate for the situation.

Gorou sketched an approving smile as he took a blank paper and filled it with writings explaining his mission thanks to [Great Sage].

He put it in an envelope before handing it to him.

Blue grabbed the document with a respectful movement and left without forgetting to perform a military salute.

"Black..." Once the military man had left, the scientist turned his gaze back to the black man at his side.

"Y-yes?" The slightly trembling voice was heard quickly.

"I'm now going to isolate myself because of a large number of projects, but you must already start introducing this within Millennium."

Gorou handed the chief of staff Black some documents generated thanks to [Great Sage].

There were various unknown names that the chief of staff had never heard anywhere on the document.

'What's a Schola Progenium, Astra Militarum, Adeptus Mechanicus, and Departmento Munitorum?'

The man hid his confusion under a stoic face.

Even if he doesn't completely understand Gorou's intentions or the projects in his hands, he can't show incompetence now.

'I have to do my best, or I risk being replaced.'

Gorou marked the Departmento Munitorum as priority, as he judges the rate of embezzlement as important within the current Millennium.

As for adding other departments?

Gorou plans to add Administratum and Adeptus Arbites later, as they're not yet a priority.

His organization isn't yet large enough to start worrying about order within it and decrees related to taxes or profit statistics.

He prefers to concentrate Millennium's human resources on creating the military academic version of the Warhammer 40K universe, aka Schola Progenium, and improving military logistics thanks to the Departmento Munitorum.

As for his Mechanicus?

Gorou plans to help a bit at the beginning thanks to magic and artificial intelligence, but he'll have to let this part of his organization manage the rest by itself after his departure.

The only concern with his current project is the Astra Militarum, which he wants to put in place.

Black only received the overall structure that the army must have and their training.

Gorou worries about a fate as tragic as their counterpart within Warhammer 40K.

He doesn't want cannon fodder.

Gorou wants an army that will crush all resistance thanks to their skills and not through overwhelming numbers.

For now, he doesn't have an innumerable army like the man stuck on the golden toilet.

So this path is impossible.

"Don't worry about it, Mr. Black. I'm going to help for a while with making all this happen, but the rest will be in your hands," he said while leaving the place, hands in the pockets of his white coat.

Gorou had no worries about betrayal, since he could always crush it through pure force.

Especially since he had already hypnotized people with traitorous tendencies in their personality.

"No choice, I'll have to popularize a prototype of the Animorphaline that I was thinking of throwing away."

The original Animorphaline allows transformation from a human to a demi-human.

However, what happens if the latter is based on a human as its consumer?

Especially if the Animorphaline is based on a hardened soldier or competent general?

This will create greater latent potential within the consumer, but also improve their physique.

They won't have any huge strength increase, but they'll benefit to some extent from the characteristics of the human DNA donor during the creation of the Animorphaline.

"My act is similar to giving a human Chopper's fruit, but this is an investment."

Chopper's human fruit gave him wisdom when he was a beast.

Gorou aims for a more precise effect of this aspect.

He doesn't want overall human wisdom, but character traits within human DNA combined with the Astra Militarum soldier.

As for the reason that pushed Gorou to throw such a seemingly brilliant project in the trash?

He found it a bit too "alpha" for his taste.

"This time, I'll just use Yamcha's DNA."

As for the reason for not using Goku's DNA?

The latter is reserved for the "New Men" project, and not for soldiers who were part of a criminal organization in the past.

Anyway, the Astra Militarum is just that...

'In your opinion, how long will it take me to take control of Earth?'

Faced with his host's question, the skill remained silent for a moment.

An action that Gorou had learned to interpret as analysis time.

[If the entity named "the Most High" doesn't intervene during the following days, then you can take control of this world anytime.]

The reason was in line with Gorou's expectations.

"Indeed, but for now..."

Gorou entered Millennium's vault, after entering the password.

Involuntarily, he admired the huge sum of money contained in the metallic room before starting to use his Creation skill and generate gold in large quantities.

'Science is expensive...'

...

"The supreme general seems to be a sensible man, but..."

General Blue doesn't understand the reason or intentions behind Gorou's order, since he asked him for three strange things.

The first is to go find an extraterrestrial spherical machine within Mount Paozu.

After that, he asked him to find a spherical stone the size of a fist.

As for the third task, he wants blood or, at worst, a lock of hair from a kid on the island of the legendary martial arts master Roshi.

"Calm down my dear Blue, there must surely be a reason behind it," he mumbled, after raising his head to observe the clouds passing above his head.

It's already been 5 days since the meeting between Blue and Gorou.

That's why he's questioning his intentions of sending him to an ordinary-looking place for an unusual treasure hunt.

"G... my general," while he was lost in his thoughts, a man with a dog's head approached Blue.

"A problem?" the general's voice was icy, after hearing his subordinate.

Blue is in a complicated mood today, so the soldier came to find him at the wrong time.

"I... it's just that... we found an unusual spherical machine and a stone matching the description..."

Author's note: a bonus chapter at 110 stones.
