c87: Use Every Possible Means
After finishing his late lunch, Uchiha Gen tipped the waitress, settled the bill, and left the World Hotel.
Still, Gen wasn't in a rush to act. It was still daylight far too early to conduct clandestine activities so he spent time wandering around the middle district of Uzushio City.
The inner prosperity of Uzushio City reminded Gen of the decadent atmosphere from old gangster-era dramas of his previous life like the Shanghai Bund. It was an intoxicating kind of chaos, teeming with shady wealth. The rich drank recklessly, throwing money around, basking in short-lived dreams.
But it wasn't just Uzushio. The entire shinobi world mirrored this imbalance. The disparity between the powerful and the powerless was immense. Daimyo, aristocrats, and wealthy merchants exploited the civilian population with impunity all while shinobi enforced their interests. These hired blades, like the ANBU or even Root under Danzō Shimura, maintained the corrupt status quo.
Of course, the moral decay wasn't limited to politicians and businessmen. The major ninja villages themselves Konoha included exploited instability. For instance, criminal gangs and rogue ninja groups were rarely eliminated outright. Why? Because they served as repeat "villains" for C-rank or B-rank missions.
Are common bandits really too strong for shinobi to destroy?
Of course not. Even a low-level Chūnin from Konoha, like the ones who once escorted Team 7 to the Land of Waves, could wipe out a dozen thugs. But the Five Great Villages turned a blind eye, ensuring that escort and suppression missions would continue to flow in.
Merchants who forged safe trading routes through bribes and diplomacy found themselves targeted. Once stability was achieved and shinobi were no longer needed, extermination missions were suddenly issued to "clean up" these routes. New bandit factions would inevitably rise and the cycle would repeat.
In short, shinobi thrived in chaos. A peaceful world would render many of them obsolete. Without constant warfare, assassination, and escort missions, who would hire mercenary ninja?
By the time night fell, the city came alive. Tavern lanterns, casino signs, and "custom" shops lit up the streets. Colorful lights danced through alleys, neon reflections spilling into puddles. The atmosphere was even livelier than Konoha's market district on a slow festival night.
Gen had been roaming quietly for almost two hours. No one approached him not even beggars. His transformed body was tall and broad-shouldered, over two meters in height. He looked like a wandering samurai with a dangerous past, the type others naturally avoided.
When the black veil of night had fully descended, Gen turned and headed toward the inner circle of the city.
He didn't need anyone to tell him where the Fujita clan resided. In a society this stratified, it was obvious. The most powerful family would naturally occupy the city's innermost ring high above the chaotic spiral of the city's lower classes.
Before entering the area, he ducked into an alley and confirmed he was unseen. He dropped the transformation jutsu, donned a fox-shaped mask, and activated his camouflage concealment technique, a chakra-based stealth method akin to the standard infiltration jutsu used by ANBU operatives.
Soon, a brilliantly lit manor emerged in his field of vision. The layout, the number of guards, and the patrolling intervals all confirmed it: this was the Fujita estate.
He slipped in undetected and found a lone servant near the outer courtyard. Activating his three-tomoe Sharingan, Gen cast a subtle genjutsu a standard technique of the Uchiha Clan, often used by Itachi and Shisui with lethal precision.
After confirming the building's layout, Gen extracted details about the manor's master: Fujita Nishiyō, the head of the Fujita clan. He also learned several of his daily habits—most notably that he preferred to handle business paperwork in his study at night, without any bodyguards present.
About an hour and a half later, Fujita Nishiyō entered his study. He looked around fifty years old, with sharp facial features, a graying beard, and slicked-back hair. Unlike someone like Gato from the Land of Waves arc, Fujita carried himself with a stern dignity. He wore a dark business suit and a blue-striped tie, the picture of authority and control.
As he sat down in his oversized leather chair, the lights in the room suddenly flickered and went dark.
Just as Fujita frowned, two crimson orbs emerged from the darkness. Three tomoe spun slowly within each eye, glowing faintly with that unique Uchiha menace. His pupils dilated. His mind went blank.
The lights flickered back on.
Gen now sat across from him in the guest chair, legs crossed, masked, silent. The Sharingan's hypnotic glow still lingered in the air.
To ordinary people without chakra, genjutsu is even more terrifying. Shinobi illusions disrupt chakra flow to twist a person's senses, but if the target lacks chakra altogether, they're even more vulnerable. It's like a lion toying with a rabbit.
Escaping such a genjutsu would require extraordinary perception and indomitable willpower qualities few civilians possess. Fujita was no exception.
Gen didn't merely trap Fujita in an illusion. He implanted an entire false memory, manipulating his target's beliefs and loyalty.
In this fabricated memory, Gen Uchiha became the shadow backer who had empowered the Fujita clan over the years. Behind Gen stood the hidden authority of Kirigakure, the Village Hidden in the Mist a plausible lie, given the city's geographical proximity to the former Land of Whirlpools and the Bloody Mist's reputation for covert manipulation.
The illusion was crafted with extreme precision. Even if a Yamanaka were to scan Fujita's mind, they would find a coherent memory of being backed by a powerful but secretive shinobi from the Mist. Gen's real identity and intentions were buried deep beneath layers of hypnotic narrative.
While the Spiritualization Technique could allow temporary possession like how Ino's Mind Body Switch worked it lacked the permanence needed for such deep-rooted control. Illusion-based memory rewriting was more subtle, more enduring.
Fifteen minutes passed.
Gen blinked. The Sharingan faded.
Snap.
He raised his fingers and snapped once.
Fujita Nishiyō jolted upright. A moment later, his eyes focused. When he saw Gen seated in front of him, he immediately bowed low.
"My lord," he said, voice reverent.
"Good." Gen nodded, casually recrossing his legs. "Xiyō, we have a task for you. Straight from Kirigakure."
"Please, give your orders."
"We need… specimens. For human experimentation."
"You will deploy your networks and identify daily patterns of death and disappearance across the city. We need numbers, broken down by ninja and non-ninja victims."
"Yes, my lord."
"The methods are up to you: trickery, bribery, seduction, abduction, recruitment—it doesn't matter. Just don't attract attention."
"Understood."
"My key principle is stealth. We cannot alarm the Five Great Shinobi Nations. Nor can we frighten the traders, wanderers, and commoners gathered in this city. Slow extraction, like drawing water drop by drop."
"Based on your experience, what proportion of daily disappearances will go unnoticed?"
Fujita Xiyō bowed his head thoughtfully. "My lord, I estimate that... one-tenth of the daily population could vanish without causing unrest."
Gen's brow furrowed.
"Too little."
"One-seventh, then, my lord. No more. Beyond that, our cover stories and scapegoats won't hold."
"...Fine. One-seventh."
"Specify the type of people you want, my lord."
"Preferably Genin-level rogue ninja, wandering samurai with chakra, or Nami-nin from smaller nations. People whose absences won't raise flags."
"Yes, my lord."
