"He's one of Enel's God Enforcers. There are three more just as weak as him. If any of you are interested, feel free to clean them up," Caesar said indifferently.

To be honest, Enel was probably the only antagonist boss so far whose subordinates didn't include a single Devil Fruit user.

Frankly, it was a bit underwhelming...

Not just Enel's underlings—even among the Sky Island natives, including the Shandia, there wasn't a single other Devil Fruit user besides Enel.

Because of this, Caesar's impression of the Sky Island arc's characters wasn't particularly deep.

Aside from the main antagonist Enel, the former Sky Island god Gan Fall, and the kind-hearted angel girl Conis, Caesar couldn't remember a single other name. This was the only arc where he couldn't recall the villains' names.

Fortunately, the unique Dial Technology, the City of Gold, and Sky Island's breathtaking scenery left a lasting impression on Caesar, making this arc stand out distinctly from the others.

Those without Devil Fruit abilities naturally didn't catch Caesar's interest.

Though these God Enforcers had mastered Observation Haki, such skills were a dime a dozen in the New World. There was no reason for Caesar to spare them.

Baroque Works at least had a few who were forced into villainy, but these four God Enforcers under Enel were genuine antagonists through and through.
