On the Wasteland, the most precious thing isn't human life, or the regime of a Special Zone, or those political figures.
It's a safe zone!
The establishment of a safe zone truly demands an enormous expenditure of manpower and resources.
During the establishment process, one must constantly guard against attacks from the creatures on the Wasteland.
One could say, the establishment of every safe zone nearly costs the lives of hundreds of thousands of people.
Preserving the city is more important than anything else.
As long as the city walls remain, this safe zone has a chance to be reclaimed regardless of any military coup, a chance to establish a new political system.
But if the city walls are destroyed, all efforts are in vain.
This is a lesson written in blood.
