The idea of establishing a base in the Abyss was not unheard of. The United Government even built a city there once, but due to the extremely high concentration of Magic Power within the Abyss, even with ordinary citizens helping to relieve the pressure, mutations would still occur in the city from time to time.
Eventually, the plan to build the city was abandoned, transforming into establishing exploration towns around the entrances.
