1. Mages and their magic tier: Tier doesn't mean how strong a person is. It means how strong his spells are. For example, suppose the AK-47 is a potent weapon like tier 6 spells. You have it, but don't know how to use it properly, or your reaction time is slow. Both a civilian and a military person with an AK-47. Will that be the same? No, right?


2. Mages vs Logan as a cultivator or any cultivator: If only fighting with a magic spell, and with the same experience, same battle instinct, a person with a lower-tier magic spell can't win against a higher-tier mage. But when your speed is faster and your physical strength is higher, then you can win against a higher-tier mage only if you have the scope to dodge the spell attacks or achieve surprise. Like a person does while snapping an armed person's neck from behind before he even knows what hit him.


Power Balance
