"Don't even think about it! There's no way we'll hand over the Eight-Tails or Nine-Tails to you! You're delusional!"
"Every Raikage has such a short temper," "Madara" said mockingly, as if the Fourth Raikage were nothing to him.
"You want war? I can give you war. But if you'd rather negotiate, hand over the Tailed Beasts and I'll stand down. Of course, personally, I prefer war. After all, I doubt you'd be cowardly enough to refuse it, right?"
Laughter echoed from beneath the mask.
"Very well, that settles it. The Fourth Great Ninja War will officially begin soon. I'll give you a few days to think it over. Hahahaha!"
As his laughter filled the air, his body twisted and disappeared as if drawn into a Kamui-like space.
Kiyosuke frowned. "Obito, was that your doing?"
Obito's expression turned grim.
"No. He's mastered space-time ninjutsu too. Damn it—where did he get those eyes?"
That teleportation was clearly similar to Kamui, yet no one could tell exactly how he achieved it.
The sudden appearance of this "Uchiha Madara" left the formation of the Allied Shinobi Forces no longer optional—it was a necessity.

"As expected," Kiyosuke said coldly.
"We'll discuss this later. Right now, everyone here likely has traces of White Zetsu's spore technique inside them. He's been hiding on your bodies without being noticed. Honestly, if I didn't already know about his existence, even I would've been fooled."
With that, he ripped every last White Zetsu out of Obito's body.
The Five Kage were speechless.
"You filthy things..." Obito snarled, gripping one White Zetsu by the neck.
"Look me in the eye, mongrel!"
The White Zetsu instinctively met his gaze—only to fall under genjutsu a moment later, spilling fragments of information.
But since this was merely a clone, the intel was limited. Meanwhile, Kiyosuke worked quickly to purge the spores from everyone's bodies.
No one dared to resist. Even Ōnoki and the Fourth Raikage cooperated. If those spores were to activate, they could easily leak vital intelligence—something no one could risk.
Soon, the floor was littered with captured White Zetsu clones. Obito took control of them, interrogating each one for information, but none revealed the true identity of the "Uchiha Madara."
And no one questioned it further. Except for Kiyosuke, everyone in the room had already accepted that the man they'd just seen was indeed the legendary Asura of the Ninja World—Uchiha Madara himself.
Kiyosuke then told Obito to take the White Zetsu away. They'd make perfect materials for Edo Tensei.

The Five Kage would return to their villages to mobilize their shinobi before converging in Kumogakure.
Although Tsunade was chosen as the Supreme Commander, the central command post would be set up in Kumogakure due to its high elevation.

The three stood inside the Hokage's office.
"Obito, go and inform all the Konoha jōnin. Tell them to gather for a meeting. Kiyosuke, about controlling the Nine-Tails…"
"It's too late for me and Jiraiya-sama to handle it ourselves," Kiyosuke said. "But we can ask Killer Bee, the Eight-Tails' jinchūriki, to help."
He had originally believed that Black Zetsu wouldn't find a substitute so soon, giving him and Jiraiya enough time to help Naruto master the Nine-Tails' power.
But now, that plan was out of reach. The best course was to have Killer Bee guide Naruto in controlling his Tailed Beast chakra.
"Mm. That's the only way left," Tsunade nodded, massaging her temples. "We've still got a mountain of work ahead."
"Bring Jiraiya to me," she said.
"Got it," Kiyosuke replied, heading out to fetch Jiraiya.
Before long, the Hokage Conference Room was filled with Konoha's jōnin—too many to fit inside one office.
Tsunade announced the formation of the Allied Shinobi Forces, leaving everyone stunned.
Some didn't want to cooperate with ninja from other villages. After all, they'd been at war for generations. Resentment ran deep.
Even if Konoha chose to forgive, that didn't mean the others would.
After all—Konoha once fought all four nations at once!
