One of the CP0 operatives, a Bird-Bird Fruit: Eagle Model user, finally tracked down the Konoha Senju after following the directions of his scout partner skilled in pursuit.
But what he hadn't expected was that the Golden Lion, Shiki, was also there, locked in battle with the Rumble-Rumble Fruit user.
Even more shocking, he spotted what seemed to be the "Devil's Child," Nico Robin, aboard the Konoha Senju.
The CP0 agent quickly relayed this information back to the Five Elders.
The Five Elders immediately ordered the other CP0 operatives to support him, keep tracking the two groups without alarming them.
Then, after giving orders to CP0, the Five Elders directly contacted Fleet Admiral Sengoku, commanding him to blockade the East Blue and dispatch an admiral to lead the operation against Arima and Shiki.
As it happened, the three Admirals were already in the first half of the Grand Line, searching for the thieves who had plundered the Celestial Dragons' treasure vault, not far from the East Blue.
Adding to that, Garp was vacationing in Foosha Village. In short, nearly the entire top tier of the Navy's fighting strength was being mobilized.
When Garp received Sengoku's order, he felt utterly baffled.
'What the hell? It's only been a month and that brat Arima is in trouble again?!'
But since Shiki was involved, Garp had no choice but to don his uniform once more and set off for the mission.
The Navy's large-scale mobilization immediately stirred the world's imagination.
Many believed the Navy had already found the culprit behind the Celestial Dragons' treasure theft, and that the target was in the East Blue.
Some even thought the Rumble-Rumble Fruit user was part of the theft, which explained the Navy's determination to strike.
As a result, a flood of pirates set sail for the East Blue, eager to snatch a share of whatever was at stake. Even Warlords of the Sea like Gecko Moria and Crocodile headed out.
Crocodile's true aim was tied to his plan to seize the Alabasta Kingdom.
He had learned, unexpectedly, that the Ancient Weapon Pluton was buried somewhere in Alabasta, and that the key clue was likely hidden in Alubarna, the royal capital.
The Four Emperors, however, made no sudden moves. Through their own channels, they had already learned what was really happening.
Still, the news of Shiki piqued their interest, if the Golden Lion died, the Float-Float Fruit would return to the sea, and competition for it would be fierce.
At the center of this storm, Arima and his group, along with Shiki, knew nothing of the greater world's movements. Their battle remained deadlocked.
After such a long fight, both Tsunade and Shiki were visibly worn down.
Tsunade fought recklessly, but Shiki had to remain on constant guard against Arima's ambushes, leaving him mentally and physically exhausted.
He was already planning to feint and retreat.
But Arima, with his Observation Haki constantly active, had already foreseen his move.
Opening his Mangekyo Sharingan, Arima used Kamui and reappeared right behind Shiki.
Sensing the ambush, Shiki instantly unleashed two enormous sword slashes behind him, but to his horror, the strikes passed right through Arima's body, cutting only empty air.
In that frozen moment, Arima clasped a pair of seastone shackles around him, capturing him with ease.
Before Arima could even breathe in relief, the Den Den Mushi in his coat started ringing. He pulled it out, Shanks was calling.
"Yo, Shanks. Why are you calling now?"
"Why the hell are you making such a racket in the East Blue? The Navy's three Admirals, and even old man Garp, are already on their way to wipe you out!"
"Huh?! What for? Don't tell me…"
"Don't tell me what? … No way. Don't tell me you actually robbed the Celestial Dragons' vault?!"
Shanks burst out laughing. "You bastard, that's brilliant! Just remember, I want my share! And save me some of that fine sake!"
"Relax. Plenty of sake, plenty of blades too. Just no Supreme Grade Blades among the Twenty-One."
"Ah, you're still hung up on that? Forget it. Just bring the sake and we're good!"
"Fine. When I head into the New World, I'll bring you plenty of the best. But hold on, if the Navy doesn't know I pulled that job, then why are they coming after us? We're not even pirates."
Arima was deeply puzzled by this.
Shanks explained, "Didn't you take in Nico Robin? And isn't one of your crew the Rumble-Rumble Fruit user?
With those two factors alone, and add Golden Lion Shiki into the mix, the Navy has all the reason it needs to hunt you down."
"What?! How did they find out?…"
Arima's eyes narrowed. They must have been tracked. He immediately activated his Byakugan, scanning every inch of the surroundings.
It didn't take long for him to spot a figure nearly a thousand meters up in the sky, most likely a Devil Fruit user.
He realized this was the one who had exposed them. Opening his left Rinnegan, he cast Almighty Pull straight at the spy.
The CP0 agent, circling high above, suddenly felt an overwhelming pull dragging him down toward the sea.
Struggling desperately to break free of the strange force, he failed, two black rods pierced into his body, locking him in place.
Helpless, he plummeted, crashing into the sea within seconds, consciousness snuffed out.
Arima stored both the captured Golden Lion Shiki and the suspected World Government spy into his Kamui dimension.
With those two handled, what awaited Arima's crew now was the Navy's top fighting force.
Thanks to the Konoha Senju's powerful propulsion system, breaking through a blockade of Navy ships wouldn't be difficult.
What troubled Arima was how to shake off pursuit from the three Admirals and Garp.
Standing on deck, he addressed his crew.
"The Navy's strongest forces are closing in. In half a day at most, the first wave will be here. We need to retreat now. Just in case, I'll put you all inside my Kamui space."
Mito asked, "Why are the Navy targeting us?"
Arima glanced at Robin and answered truthfully.
"The World Government's agents spotted her aboard the Konoha Senju. With Robin, the Rumble-Rumble Fruit threat, and Shiki, that was enough for them to issue a kill order."
At his words, Robin's pupils widened, her face drained of color, and she began trembling uncontrollably.
Everyone realized instantly just how deep the World Government's shadow loomed over her heart.
"Don't worry, Robin," Arima said firmly. "If you're living aboard the Konoha Senju, you're family. And I will never let anyone harm my family."
But his words did little to calm her. She lowered her head, hugging herself tightly, her trembling only worsening.
At length, in a voice thick with despair, she whispered.
"Just hand me over. This is my fate. … I'm tired of running. Let it end here."
