Prim's actions were swift.
Shortly after the military parade concluded, the Spanish government announced reforms to government departments, cutting down on some meaningless ones and merging departments with similar scopes of management.
Following the government reforms, the number of departments in the Spanish cabinet was also streamlined. The Army and Navy departments were integrated into the Ministry of Defense, and Duke Serrano was promoted to Minister of Defense.
This was very necessary. The Spanish navy was not strong to begin with, and there was no need to develop it in the short term (in reality, they lacked the funds), so there was no need for the Navy Department to exist independently.
While it appeared that the Army and Navy departments merged to form the Ministry of Defense, in reality, it weakened the importance of the Navy department. This was because the minister in charge of the Ministry of Defense was Army Marshal Serrano.
The Ministry of Interior was split into the Ministry of Public Security and the Ministry of Public Welfare. These, along with Finance, Industry, Agriculture, Health, Education, Defense, and Foreign Affairs, formed the new structure of the Spanish cabinet.
The nine departmental ministers and Prime Minister Prim, a total of ten people, constituted the entire cabinet. Streamlining the number of cabinet members would also accelerate the cabinet's administrative efficiency.
Looking at these nine cabinet departments, the most important ones currently are the three major departments: Defense, Finance, and Industry.
Finance and Industry concern Spain's overall development, while Defense relates to Spain's territorial security. This also meant that the individuals leading these three major departments were all well-known figures in Spain.
Minister of Defense Serrano naturally needs no introduction. The Minister of Finance was personally held concurrently by Prime Minister Prim. Although the name of the Minister of Industry, Manuel Ruiz Zorrilla, might be less familiar, he was a figure of considerable prestige in the political arena.
Ruiz was born in Burgo de Osma, graduated from the law department of the Complutense University of Madrid, and was deeply influenced by radicalism.
In terms of ideological schools, Ruiz supported the revolution in Spain, which was also the reason he was able to become the Minister of Industry.
Having participated in several revolutions, Ruiz naturally accumulated significant prestige and successively served as Minister of Religion and Minister of Justice.
Although there was still a significant gap between Prim and Serrano, Ruiz was considered the third most important figure in Spanish politics and was quite popular within the revolutionary faction.
