The woman describes the figure as tall,with a distinctive tattoo on the neck. Alex recognizes the tattoo as belonging to a local legend, a man rumored to be involved in shady dealings. Alex starts to investigate the man the man's alibi for the night Billie disappeared.
As Alex digs deeper, she discovers that the man has a history of violence and intimidation. She's not sure if he's directly involved in Billie's disappearance, but she convinced that he knows more than he's letting on.
