Chapter 98: The Five Elders' Order
Dressrosa – King's Plateau, Royal Palace
Upon learning that the Spade Pirates had gathered their full forces, Donquixote Doflamingo immediately summoned all members of the Donquixote Pirates back to Dressrosa.
He had anticipated that Portgas D. Ace would retaliate after the brutal extermination of the Silver Pirates, one of the Spade Pirates' sub-crews. But what he hadn't expected was Ace's boldness—to launch a full-scale war against a Warlord of the Sea.
Although Doflamingo looked down on the Spade Pirates publicly, he understood the danger they posed. With Whitebeard's backing and rapid development over the past year, Ace's forces were now formidable. Doflamingo didn't take the threat lightly.
He responded by:
Summoning all high-ranking officers of the Donquixote Family.
Recruiting mercenaries from the underground world.
Requesting reinforcements from Kaido, Emperor of the Beasts Pirates, with whom he had an artificial Devil Fruit deal.
Kaido, in response, dispatched Jack the Drought, one of the three All-Stars, in exchange for a massive arms shipment from Doflamingo.

Global Repercussions
The brewing war between the Spade Pirates and a Warlord was impossible to ignore.
Both parties—Ace and his allies, and Doflamingo with his Dressrosa empire—were major powers in the New World. Their impending clash sent ripples across the seas, drawing the attention of every major force.
As expected, the World Government did not stand by idly.
Though Ace was a pirate, Doflamingo was a government-sanctioned Warlord, and thus the Navy had justification to intervene.
The Marine Headquarters quickly dispatched Admiral Kizaru to Dressrosa, leading a fleet of:
Five Vice Admirals
Ten warships with top-tier weaponry
This force was equivalent to a Buster Call—a full mobilization typically reserved for the most dangerous threats.
Officially, the Marines were there to assist Doflamingo in quelling a pirate uprising.
Unofficially, the purpose was more ambiguous.
---
Doflamingo's Unease
Upon hearing Kizaru was en route, Doflamingo didn't look pleased.
Though he was a Shichibukai—and thus theoretically allied with the Marines—he had secretly relocated the SAD production facility and Caesar Clown's laboratory from Punk Hazard to Dressrosa a year ago.
Outwardly, Dressrosa remained the "Land of Love and Passion," but beneath the surface, it was a hub for illegal arms dealing, human trafficking, and artificial Devil Fruit production.
If the Marines discovered the truth behind Dressrosa's façade, Doflamingo knew they might turn on him.
"Is it really Kizaru they're sending?" Doflamingo muttered, reading the Navy's report.
While the World Government had long been aware of his underground dealings, the Devil Fruit trade with Kaido was kept secret.
And yet, the timing of the Marines' intervention—just as war was about to break out—suggested that they might be using the Spade Pirates' attack as a pretext to investigate Dressrosa.
Still, Doflamingo took solace in one detail: it was Kizaru who was coming.
If it had been Akainu (Sakazuki), with his strict adherence to "Absolute Justice," or Aokiji (Kuzan), who still held strong moral convictions, the consequences might be dire.
But Kizaru, whose justice was "ambiguous," could still be manipulated.
---
The Direct Call
After a moment's hesitation, Doflamingo reached into a drawer and retrieved a special golden Den Den Mushi—a secure line that connected directly to the Five Elders.
This privilege was not granted to him as a Warlord—but because he was once a Celestial Dragon.
Grinning darkly, he dialed the number.
"Now let them decide," he muttered. "Which is more dangerous—me and my underground dealings, or Roger's son?"
Through the line, Doflamingo:
Admitted to the artificial Devil Fruit trade with Kaido.
Revealed Ace's true parentage—the son of Gol D. Roger, the former Pirate King.
---
The Five Elders' Verdict
After intense deliberation, the Five Elders agreed: the bloodline of Gol D. Roger posed a greater threat than Doflamingo's shady deals.
They chose containment over confrontation.
The Elders bypassed Fleet Admiral Sengoku and issued direct orders to Kizaru:
> "Prioritize the destruction of the Spade Pirates. Ignore all unrelated activities in Dressrosa."
Sengoku had previously ordered Kizaru to investigate Doflamingo's operations and deliver justice if needed.
But now, between the orders of the Five Elders and those of Sengoku, Kizaru had to make a choice.
And Kizaru being who he was—loyal not to justice, but to the highest authority—chose to follow the Five Elders' command.
---
One Week Later – Sun Island
The Heart Pirates, led by Trafalgar D. Water Law, arrived in the New World and met up with the Spade Pirates on Sun Island.
Now, the Spade Alliance was fully assembled.
Captain: Portgas D. Ace
Crew Members: 13 core officers, including Karkus and Carlos
Subordinate Crews: 4 powerful pirate crews
Total Members: 506 pirates
All were ready to set sail for Dressrosa, determined to crush the Donquixote Family and avenge their fallen comrades.
The war was about to begin.
