This was specially arranged by Minato Namikaze, the Fourth Hokage, to better manage foreign visitors—gathering them together in one location instead of scattering them throughout the entire village.

Without paying much attention, Saitama accepted their room key-like device, then led the shinobi behind him deeper into Konoha Village.
