Chapter 7 - The First Shinobi Village - Tsukigakure

As he entered the palace his family resided in, Hachiman quickened his footsteps until he finally arrived at his bedroom door, upon entering, a graceful pale woman would be waiting for him with a mischievous smile and a face that clearly expressed she was up to no good.

Since Hachiman had been away for a couple of weeks, Kaguya decided to keep him here when he came back, whether he liked it or not; she knew very well that this method of forcefully handling her husband was completely unnecessary as he would listen to her requests, but since he liked to tease her so much, she also developed this twisted desire of playing around with him and trying to make him flustered.

As Hachiman started to open the door, he immediately noticed the danger, but after a brief moment of hesitation, he "reluctantly" entered the trigress's lair; and to no one's surprise, he was immediately pounced on and taken away by the Goddess for further handling.

After three days of resigning himself to his fate, Hachiman finally decided to have a serious conversation with Kaguya.

When he mentioned the need to talk, it seemed Kaguya was also prepared for this; after all, she always knew her husband was no fool and that he had great ambition, so she had always expected him to eventually get busy with the great plans he always spoke of.

She just never expected him to tell her he would go Into goddman seclusion for a thousand years!

She immediately questioned him, "Hachi, our children just left home, and now you want us to be separated from each other for a thousand years? What crazy idea is that? Do you not wanna be with me anymore? I can help you gain the longevity and some of the chakra of an Otsutsuki, there's no need to go this far!"

Hachiman knew this was coming, he also knew that under normal circumstances, what she was saying was completely reasonable, but Hachiman also knew he had to do this if he wanted a permanent solution to all of his problems–borrowing her power now would only create future troubles.

So he responded by saying,"Kaguya-chan, you know I'm not doing such a thing on a whim, I've already considered our options, and to me, this is the best solution to fight the Otsutsuki and all other external threats, I promise I will finally show you just how powerful humans can be. I don't want to leave either, it's just the only way for me to become a higher-level being that can freely wield chakra, you know Hagoromo can't alter my chakra like he did with the other humans, and even if he did, his technique's results are underwhelming, I also refuse to take your power, I have to follow my own path."

When Kaguya heard this response, she knew he was just as confident about this as she was about the Infinite Tsukuyomi, so she forced herself to relax a little and reminded herself that no matter what, a thousand years might be a lot to regular humans, but if necessary, she could even push herself to the limit hibernate for three thousand years while feeling like time passed by in the blink of an eye, so she reluctantly approved of his decision.

The two of them then spent a couple of months trying all sorts of procreational maneuvers, and only after Kaguya finally felt like it was enough did she split the sapling of the God Tree that Hachiman needed to nourish his body and let him go stay hidden and alive for a millenium in the place he had prepared.

Their farewell wasn't too grandiose, and it took Hachiman two months to finally arrive with his subordinate families to the base he had built in the Land of Moon.

The Land of Moon was perfect for his plans, it was a truly isolated island in the sea eastward of the Land of Fire, being as hard to reach as the Land of Water; this geographical position, paired with it's small size and rich resources, made it perfect as a his private country, similar to Orochimaru's Otogakure.

And thus, the first Shinobi village and the first Kage, the Tsukikage of Tsukigakure, were born a thousand years in advance.

Hachiman had brought all the families that had his curse marks on them and made them found the Minamoto clan, the new ruling family in the Land of the Moon.

Yes, the new ruling family, as there was already a small mining town built in the Land where the future capital and only city of the Land of the Moon would be located.

Hachiman was a kind man, so he very kindly gave every resident the chance to change their surname to Minamoto and be part of the family, he also gave them the chance to get a curse mark that protected them from unscrupulous individuals.

It didn't take long for everyone in the Land of the Moon to share the same surname, Hachiman started to wonder if he should have gone for more diversity, but he decided to ignore that thought, as the concept of an entire island with his surname was just too amusing to him, regardless of practicality.

Once the initial relocation process was done, Hachiman immediately invited the eight members of the Moon Council he had set up to a meeting, there he detailed all his plans and expectations for the Land of the Moon.

Basically, he would build a fortress island that had it's entire populace and information locked away, with only designated propaganda, spies or external operatives from on of it's Shinobi divisions able to leave its confines.

The city state was only open to immigrants that decided to permanently move here, this process involved donning the Minamoto surname and getting the Moon's Blessing, a mark that granted you the Rabbit Goddess's grace, it was not a lie, as none of these people would ever be attacked by Kaguya, but that was the extent of the "blessing" they received.

As for commerce, they would build a railway in the ocean floor that led to an uninhabited island they would soon claim near the Land of Fire's coast, that island would serve as the Land of the Moon's trading outpost and where immigration programs and procedures could be realized.

As for ways of leaving the country? Who in their right mind would ever leave? There was no need for any messy procedures like that.

All of these things were only the basic plans for the Land of Moon's socioeconomical affairs, as for the innovative military and scientific endeavors, even the council members that already knew the great Hachiman were shocked to hear them.

He wanted to use the chakra his son "gave" to humans for Ninshu and create an army of Shinobi, this was quite obvious and reasonable to the Council.

But he also wanted to created all sorts of military technology with industrial production, be it explosives, high-quality standard blades, what he called "iron man suits", barrier deployment gear, and many other things along those lines, the Council needed to be provided a new dictionary and detailed guidelines to follow these plans.

This was something he had been itching to do, as a man and a science lover, if he didn't take the chance to develop these technologies when he could, then he would never live that down.

But then again, these were all secondary objectives, what he was about to mention next were the truly important projects–his own self-strengthening plans.

Hachiman had no qualms over doing inhumane experiments, he just tried to reduce the cruelty to a minimum; with that in mind, he immediately ordered the training of two special units among the future Shinobi forces of the village–an underwater exploration unit, sent to cover as much ground as they could while capturing any creatures they managed to find, and a homeland security unit, their purpose was basically to do dirty work in secret, such as capturing suitable experimental subjects and chakra sacrifices.

The Shinobi forces of Tsukigakure would be divided into: Trainees, Genin, Chunin, Special Jonin, Jonin, Elite Jonin//Support Specialists would be able to obtain: D-S level medical ninja licenses and D-S level researcher licenses.

The different divisions would be: the underwater unit named Seals, the "homeland security" unit named Crusader Squad, elite Special Forces directly under the Tsuchikage named Moon Guards, medics and medical researchers will obviously be stationed in the Moon Hospital, while other researchers will be stationed in the massive underground research & intelligence complex named Tartarus.

Hachiman also planned to establish a standardized education systems, all children needed to go through the Standard School, which had the most diverse topics, meant for civillians that would keep the country running, while kids with a talent for chakra could choose specialized learning in either the Ninja Academy, the Medical School or the Institute of Scientific Education.

All of these changes might sound absurd, but don't forget the fact that Hachi has a thousand years to build this country of his, if it doesn't eventually become a self-sustaining and self-moving fortress city that doubles as a spaceship, he simply won't be satisfied–plus, with the right immigration programs, trade and technology, he was certain he could make this small island a true behemoth.

He obviously didn't just prepare internal policies, besides the construction of Outpost Island, they will also build flying fortresses to serve as flying pirate ships, basically hidden external bases where the Crusader Squad could store stolen goods, prisoners, and anything else they'd like, of course, all of this will be done under extreme secrecy, no living soul shall know of the secrets of their homeland, this is the meaning of homeland security.

But, as of now, most of these plans weren't even close to completion, it will probably take at least a hundred years for Hachi's vision to take shape, and in the meantime, his unfilial son was slowly spreading Ninshu around the world under his suggestion, for example, all of the people he brought over could use chakra–the Minamoto clan was no joke.

The twins were also in the process of learning how to use senjutsu after a fated encounter with a big toad named Gamamura.

If Hachiman hadn't reminded himself of the fact that learning senjutsu was only a matter of time, he might have stalked his children to find and coerce Gamamaru into teaching him the way of the Sage.

But then, on one fateful day, what was bound to happen happened.

Kaguya was even more afraid of her clan after discovering Isshiki was still alive, so after Hachiman went away, she decided to not wait any longer and just go ahead with the Infinite Tsukuyomi plan.

In the end, history repeated itself, the sky broke apart and the world trembled as the Earth experienced it's largest scale conflict to date, the battle between two unfilial children and their very scary mother.

This time, with their increased strength, the mother-child conflict was much more destructive; combining the number people that turned into White Zetsu with the number of direct and indirect casualties, most humans in this world died during this conflict–and that's considering neither party had the intention to kill anyone else during their battle in the first place.

The entire planet's landscape changed, then many asteroids and comets were made into a special giant gravitational and space-locked Chibaku Tensei seal orbiting the Earth, this seal is the origin of this world's Moon.

As for the aftermath, it was the same, Hamura went to the Moon to oversee Kaguya's seal, while Hagoromo stayed on Earth spreading Ninshu and having two children, he also realized the need to split the Ten-Tails to prevent his mother's return, and thus created the Nine Tailed Beasts–also, Kaguya still managed to split Black Zetsu from her before being sealed.

The only difference was that, this time, with some basic guidance from Hachiman over the years, Kaguya was definitely strong enough to kill both of her children, but she held back and chose to let them seal her–now, Black Zetsu also had a secondary objective: he was apparently supposed to look for his deadbeat father? Who wrote this script?
